New FPF regulation toughens penalties for racist acts

The new disciplinary regulations of the Portuguese Football Federation (FPF) for 2023/24 will increase the penalties for racist or discriminatory behavior in stadiums, which start with a fine and increase for closed-door games.

The document, which has already been approved at a meeting of the FPF Board and is at the stage of public discussion, provides for the imposition of a fine for the first violation in the sports season.

In the second situation, the penalty is one to three games behind closed doors and two to five games for the third and subsequent games, in conjunction with a penalty, which may be doubled “in circumstances that reveal a special reprimand”.

Article 208.º-A, entitled “Insult of Dignity”, sets out the scope of sanctions for clubs “whose fan insults the dignity of a sports agent or spectator, depending on their origin, gender, race, nationality, ethnicity, language, territory of origin. , religion, political or ideological beliefs, education, economic status, social status or sexual orientation.”

“It used to be difficult to prove that clubs tolerated or did nothing to avoid certain behavior, but this rule will force clubs to act more vigilantly on pain of sanctions,” the FPF explained.
