The European Parliament (Strasbourg) will discuss next Tuesday, the 13th, the first set of rules to manage the risks of artificial intelligence (AI) and promote the use of this technology in line with EU values, including human oversight, privacy and non-discrimination. Voting will take place on Wednesday.
The rules in the table follow a risk-based approach and establish obligations for both providers and users based on the level of risk that AI can pose. AI systems with an unacceptable level of risk should be banned.
MEPs will discuss a ban on remote biometric identification systems, categorization based on confidential characteristics, intelligent policing and emotion recognition systems. Specific rules are also being proposed for generative AI such as ChatGPT, including labeling AI-generated content that digital platforms should start using immediately and preparing public summaries of copyrighted data.
To encourage AI innovation, MEPs are proposing exemptions for research activities and open source AI components, as well as for the use of so-called “regulatory test boxes” or controlled environments set up by governments to test AI before it is deployed.
As soon as the parliament takes its position, negotiations with the European Council on the development of legislation can begin.
