Deputies of the Assembly of the Republic (AR) are proposing the government to meet the maximum six-month deadline for updating the list of criminalized drugs, taking into account the emergence of new psychoactive substances (NPS), it became known on Wednesday.
“Drug use was decriminalized in Portugal about 20 years ago, but now NPS are of great concern. […] because of the fluidity with which they enter the market, their constant mutation and the special danger they pose to the physical and psychological integrity of consumers,” said Francisco Cesar, Vice President of the Socialist Parliamentary Group in the AR, as quoted in a PS / Azores Press article. .
According to Francisco Cesar, the bill, which will be discussed by the parliamentary group of socialists, is aimed at “changing the legal regime applicable to the circulation and consumption of narcotic drugs and psychoactive substances, which has been in force for more than two decades.”
The MP warns that in the case of the Autonomous Regions of the Azores and Madeira, the circulation of these substances has had a “special impact”.
The Socialists believe that, given the rapid emergence and spread of NSPs, “it is important to respect the maximum six-month time limit for updating the list of criminalized drugs.”
To more effectively combat the scourge of NPS, socialist deputies advocate “not only the rapid determination of doses subject to criminalization”, but also “implementation of shorter terms for updating the lists of psychoactive substances with a criminal basis.”
According to the vice president of the socialist parliamentary group, with a more up-to-date list that includes new drugs such as “flower”, “the situation of inequality between synthetic and non-synthetic substances, between traffickers and consumers will be protected. “.
The Socialists also consider it necessary to “renew the competent authority for diagnosis and quantification of substances.”
“Since 2000, the National Institute of Forensic Medicine and Forensic Medicine has been established, which is the successor of the Higher Council of Forensic Medicine in its competence, so it is essential that such an update be included in the law,” said Francisco Cesar.
According to him, PS’s proposals for new drugs “go beyond those put forward by other parties, namely in terms of diagnostics.”
