The Minister of Economy and Finance, Pedro Azpiazuannounced this Friday in plenary session debate on the full amendments presented by opposition groups to the Executive’s budget proposal for 2023, which the Basque Government is going to accept some amendments of the opposition groups, for an approximate value of €30 million“that improve the budget lines in public policies and align with the Government’s project.”
Azpiazu made this announcement in his speech at the beginning of the plenary session that the Basque Chamber is holding to present the bill of public accounts for the year 2023 presented by the regional Executive, which, except for surprises, will go ahead with the votes of the PNV and the PSE-EE, the government parties.
The counselor has shown “disappointed” with the negotiation process of the budgets with the opposition groups, since he believes that “from the beginning, no parliamentary group has had any real will to agree”.
“Insisting on taxation, anchoring in structural reforms or proposing increases with amounts close to 500 million euros, they confirm this,” he criticized.
However, he has defended that the Basque Government, together with the parliamentary groups that support it, has analyzed the opposition’s amendments and has announced that they are going to accept some of them. He stressed that “In 2023 Euskadi will have a budget capable of facing the challenges that lie ahead. Working in the present and planting and paving the way for the future. A future that, from this Government, looks forward to working “, he pointed out.
As Azpiazu has defended, the budget “is clearly aligned to combat, in the first place, the difficulties that all our homes are facing and, in particular, the most vulnerable people.”
“Secondly, to support the business fabric, especially the most energy-intensive companies. Thirdly, as is evident, it does so with an eye toward the future, in order to make our society progress towards new initiatives and proposals of an economic nature that excite and strengthen, through the budget, the well-being of our citizens”, he added.
For this reason, he stressed that it is not a “conservative budget, but a budget prepared to face the economic challenges in which we are immersed and that we face with realism and financial sufficiency.”
Today the amendments will be rejected in their entirety, but afterwards we will have to debate the partial amendments, which exceed 700. The budgets of the CAV for 2023 will be approved, foreseeably, in the plenary session that will take place in two weeks.

The Minister of Economy and Finance, Pedro Azpiazu, has also stressed that he “continues to have full confidence” in his growth forecasts by 2023, a 2.1% on GDP, since it considers that “the situation of the environment is improving slightly and the real indicators of the Basque economy show great solidity”.
However, it has warned that although it is “reasonable” to raise interest rates to adjust them to the cost of capital, “there is a serious risk to contract the lawsuit and see ourselves doomed to a severe and long recession, if they rise drastically, sustainably and in a short period of time”.
