The PAN wants the government to declare a state of distress in the municipalities affected by bad weather and that the financial aid to repair the damage caused by the floods reaches the Portuguese “quickly”.
The statement said that the sole MP People-Amimais-Natureza “on Tuesday presented three initiatives in Parliament in which she calls on the government to declare a state of distress in the municipalities affected by bad weather, and that they must be quickly activated tools financial assistance to repair the damage caused, including with the European Solidarity Fund”.
Ines de Souza Real, cited in the memo, argues that “it is necessary to urgently declare a disaster in the most affected municipalities so that assistance to the most affected population can be facilitated.”
The PAN spokesman wants the government to “ask the European Commission for financial support under the European Union Solidarity Fund” and “tremendously increase budget allocations for the municipal emergency fund.”
The leader also proposes “to set up an emergency line of financial support to support families and companies that have suffered losses as a result of the flood.”
In the bill, the only MP also proposes that municipalities’ expenses for damage caused by floods should not be taken into account against debt limits.
“The goal is, as during the pandemic, to free up financial resources so that it can act, and not prevent action only due to mere legal contrivances,” the party explains in a statement, despite not disclosing any one of the initiatives.
The PAN also claims that contingency plans for the homeless should be activated and asks that “there is still close coordination between civil protection services and veterinary authorities to ensure that animals are rescued – and they cannot be left chained, kept in indoors or outdoors or in places that may be under water.
Inés de Sousa Real also notes that “it is more than urgent that all actions aimed at adapting the territory to the phenomenon of climate change”, noting that it is necessary to “bet on the renaturalization of urban areas”. to stop new construction near water mains or in areas prone to flooding and begin moving existing structures back to areas vulnerable to rising water levels.”
Intense and incessant rain that fell at dawn on Tuesday caused hundreds of accidents, including floods, tree falls and cuts to roads in the areas of Lisbon, Setúbal and Portalegre, where there are records of several evacuees.
In the Lisbon area, weather conditions have hampered entry into the city, prompting authorities to urge people to stay at home if possible and limit travel as much as possible.
In the Santarem region, rain increased the flow of the Tagus River, prompting the District Commission for Civil Protection to initiate a Special Action Plan in the event of flooding in the Tagus Basin, given the “very significant” risk of overflowing the river’s banks. A yellow alert has been activated in this hydrographic basin and in the Douro.
In Campo Maiore, in the district of Portalegre, the lower part of the village and several houses were flooded, some of which were flooded to the ceiling, according to the city council, which plans to launch a municipal civil protection emergency plan.
