Voting on the State Budget 2024 (OE2024) proposal begins this Thursday, with MPs debating and voting on more than 1,900 proposals to amend the document, a new record.
The OE2024 specialty takes place in an unusual context, as the President of the Republic announced the dissolution of the Assembly of the Republic and the calling of early legislative elections following the resignation of the Prime Minister, which did not prevent a new maximum number of proposals.
According to the parliament’s website, 1,931 proposals for changes to the budget were submitted, 35 of which were withdrawn.
PCP leads the way in terms of number of offers (507), followed by Chega (441 offers). The largest opposition party, the SDP, proposed 307 changes, while the BU proposed 184 proposals.
PAN submitted 159 proposals, Livre 153 and PS 122.
The party with the least number of submitted amendments was the IL party – 58 proposals.
Plenary discussion of OE2024 continues throughout the week, with debate taking place in the morning and voting in the afternoon as usual, culminating in a final global vote on November 29th.

The PS, which had ensured the viability of its proposals, moved forward by repealing or watering down some of the more controversial OE2024 measures.
The Socialists are rejecting the increase in IUC for vehicles from 2007 and previous years proposed by the government in the Budget, and are strengthening situations in which people who have already begun the process of introducing the non-habitual resident tax (RNH) regime may change. to Portugal and continue to benefit from it.
In the original version of the OE2024 proposal, only people who met the conditions to become an RNH or holders of a valid residence visa on 31 December 2023 retained the right to register.
PS also clarifies that the Regressar tax regime, which excludes 50% of income from IRS taxation, only applies to those already resident in Portugal and suggests that it will still be possible to pay off penalty-free pension plans (PPR) next year . , pay off your mortgage from the start.
Among other things, the Socialists want the IRS income tax for workers living in rented houses to be reduced by a further 40 euros in 2024, the application of progressive withholding rates for self-employment next year or for it to be possible to deduct a portion of the IRS expenses for wages for domestic workers.

The largest opposition party proposes reducing the IRS to level eight, a maximum IRS rate of 15% for young people, a complete replacement of teacher tenure spread over five years, and the elimination of the emergency local living contribution.
The Social Democrats want, among other things, for the government to create within 30 days a working group to assess non-permanent residents and a tax incentive mechanism to save up to one hundred thousand euros.
Reducing the IRC to 19% and tax exemption for performance bonuses is also advocated by the SDP parliamentary group.

Chega demands exemption from IMI for own and permanent housing worth up to 350 thousand euros, exemption from IMT for own housing for young people under 35 years of age and an increase in the minimum wage to 900 euros.
He also proposes cutting VAT on diesel and petrol to 13% and making an emergency contribution to bank profits of 40%, arguing that “the government should use these taxes to reduce family housing loans.”

With the aim of creating a single IRS, IL wants a 0% rate to apply to taxable income of €7,400, a 15% rate in the second band to taxable income of €32,450, and from then on there will be a third tier of 44%.
The Liberals also want the abolition of programs for unaccustomed residents, the return program and young tax services, as well as the return of income from the privatization of temporary residence sites to citizens.

The PKP proposes to reduce the cost of the social pass to 20 euros and make it free for all young people under 23 years of age and for people over 65 years of age, as well as making medicines free for people over 65 years of age and chronically ill people, as well as advocating the end of fares on the former SCUT .
