More expensive petrol and cheaper diesel in Portugal compared to the EU average in Q4 2022

According to ERSE data, the average selling price of 95 straight petrol in Portugal in the fourth quarter of 2022 was 6.1 cents per liter higher than the EU27 averages, while straight-through diesel was 6.0 cents lower.

According to the EU-27 (European Union 27) fuel price bulletin issued today by the Entidade Regladora dos Serviços Energéticos (ERSE), for 95 ordinary gasoline, “in the fourth quarter of 2022 in Portugal, the average selling price [PMV] and the average pre-tax price is above the averages tested in the EU-27, around 6.1 cents/l. “The tax burden on the average selling price of 95 grade gasoline in Portugal in the fourth quarter was about 47.9%, slightly lower than the EU27 average of 48.0% and higher than in Spain (45 ,1%). %),” he explains.

According to him, “without taking into account the impact of the tax burden, in Portugal, the average selling prices of this fuel were lower than the average prices in Spain by about 3.7 cents / liter.”

The ERSE bulletin also notes that for 95% gasoline, “Portugal is ranked 11th among the countries that sell the most expensive 95% gasoline in the EU-27, with the price charged corresponding to the difference of 40.4 cents/l and 28 .5 cents per litre. /L compared to the country with the lowest prices and the country with the highest prices, respectively.”

Among the eight countries analyzed in more detail — Italy, Spain, Portugal, Greece, Belgium, France, Germany and the Netherlands — “Italy had the lowest average selling price, about 5.1 cents/liter lower than the Portuguese average. tax effect, the average price of this fuel on the national market was about 2.9 cents / l higher than the prices practiced in Italy,” notes ERSE.

For plain diesel, “in the fourth quarter of 2022, Portugal reported tax-inclusive average prices 6.0 cents/l lower than the averages confirmed in the EU-27” and “excluding taxes, national values ​​were identical to the averages found in EU-27″.

“Portugal presented a tax burden on the average price of diesel fuel of about 37% in the quarter under review, which is below the average value registered in the EU-27 (39.5%),” ERSE clarifies.

According to the regulator, “the reduction in the tax burden applied in Portugal contributed to the fact that the average selling prices of this fuel on the national market were lower than the average prices practiced in Spain by about 0.6%.”

In the fourth quarter, the PMV for plain diesel in Portugal was below the EU27 average, with Portugal in the 8th lowest priced position. Without taxes, Portugal ranked 11th among the countries with the lowest prices.

“Among the eight countries analyzed in more detail, Portugal had the lowest average price with taxes for regular diesel fuel, about 8.0 cents/liter lower than the average price in Spain. The fuel was 3.8 cents/l below the values ​​given in Spain. ” explains ERSE.

For 95 straight petrol, the EU27 net tax average realized price decreased by 12.4 cents/l from Q3 to Q4 2022, with Portugal pre-tax PMV 3.7 cents/l lower than in Portugal. Spain.

According to the regulator’s bulletin, “Portugal has a higher tax burden (48%) compared to the Iberian Peninsula” and “for this reason, the Portuguese PMV was about 1.9 cents/l higher than in Spain.”

For plain diesel, pre-tax PMV in the EU-27 fell by 4.4 cents/liter from the third to fourth quarters of 2022, with “excluding taxes, the national average price is 3.8 cents/liter lower than that of neighboring country”.

ERSE notes that “the tax burden in Portugal (37%) was lower than in Spain (38%), which contributed to the country’s lower PMV practice.”

Finally, with regard to liquefied petroleum gas for cars (GPL Auto), from October to December, “domestic prices with and without taxes were lower than in Spain.”

According to ERSE, “compared to the EU27 average, the national PMV was 5.2 cents/l higher, but excluding taxes, national prices were 4.2 cents/l below the European average.”
