The mayor of Lisbon on Tuesday confirmed the importance of the IMT exemption for young people and proposed presenting the proposal “in the same way” as the proposal of the municipality of Setúbal, approved by votes in favor of the HDZ (PCP/PEV).
“I’m going to talk to the mayor of Setúbal. [André Martins, do PEV] and we bring this proposal to Lisbon, just like Setubal’s proposal, and we all vote and accept this proposal. […] This is such an important proposal, so important that I am completely in favor of it, that is, I want this proposal to move forward,” said Carlos Moedas (PSD).
The mayor of Lisbon spoke at a meeting of the municipal assembly to present and respond to the work of the municipal executive between September and October, hearing the “great regret” of CDS-PP deputy Francisco Camacho for leading the proposal for IMT exemption for young People. in which he criticized the votes against PKP, the party that in Setubal expelled the MMT but “in Lisbon perhaps considers it a capitalist whim for rich kids.”
Responding to criticism from the CDS-PP, PCP MP Natasha Amaro said that “the proposal approved in Setubal is different from the proposal in Lisbon”, noting that in Setubal an IMT exemption for young people is provided for the purchase of their own and permanent homes up to 200 thousand euros, while in Lisbon the maximum proposed cost was 300 thousand euros.
However, value “is not a fundamental issue,” the communist said, explaining that in Setúbal, the approval of the BMI exemption measure for young people proposed by the PSD “was an important condition for the PSD to make the municipal budget viable.” .. for 2024, so the HDZ, which governs the municipality of Saino without an absolute majority, was forced to agree, although it did not agree with the measure, which it considers “negative”.
The mayor of Lisbon called on the PCP to make the measure viable in the capital and could even move forward with a cap of €200,000 instead of €300,000, with the approval of seven votes from the PSD/CDC leadership. -PP and two from the PKP among the 17 elected members of the executive branch.
Reinforcing the words of deputy Natasha Amaru, PKP councilor João Ferreira stressed that “the HDZ in both Setubal and Lisbon considers this measure to be negative”, adding that it would not have been approved in the municipality of Setubal if “it was not part of the complex measures.” PSD conditions to make the House budget viable.”
“No matter what, it would be more negative for Setúbal not to have a municipal budget than to have a budget with some measures that are considered negative, namely this one,” stressed João Ferreira.
The PCP councilor also said that in Lisbon the PSD/CDU-PP leadership, which governs without an absolute majority, is “lucky” that the PS makes the budget viable without any conditions, while “in Setúbal, whatever the conditions ,The PS has a budget deviation position.”
On November 29, as part of the approval of the Lisbon municipal budget for 2024, the council rejected the proposal of the Novos Tempos coalition (PSD/CDS-PP/MPT/PPM/Aliança) to exempt young people from the municipal tax on the Burdensome Transfer of Property (IMT), which everyone voted against opposition council members, namely PS, PCP, Cidadaãos Por Lisboa (elected by the PS/Livre coalition), Livre and BE.
The proposal provided for an exemption from IMT for young people under 35 years of age who bought a house in Lisbon worth up to 300 thousand euros.
Currently, the Lisbon Chamber’s 17-member executive body includes seven elected members of the Novos Tempos coalition (PSD/CDS-PP/MPT/PPM/Alliance), who are the only members with responsibilities. – three from PS, two from PCP, three from Cidadaãos Por Lisboa (elected by the PS/Livre coalition), one from Livre and one from BE.
