“There are important issues at stake, such as the fact that the current tax policy is leading to situations where employees see the €104 increase completely absorbed by the huge contributions and mandatory taxes they are subject to, and even become less than net income. salaries than colleagues, many of whom have recently been hired into the civil service, whose salaries are based on public administration remuneration,” Fesap said in a statement.
According to figures cited by Fesap, “large thousands of workers could be fined despite being treated with increases above 10%.”
Fesap leader José Abraão told Lusa that the technical assistant, who now receives €861 gross in January (about €104 more than the previous year), with 11% discounts on social security and 3.5% on ADSE and “10% IRS withholding tax will take one euro less than an operations assistant, who will start this Monday on a base salary of €761.58,” without IRS withholding.
In practice, “a technical assistant with 10 years of experience receives 650 euros in net terms, while an operational assistant who enters the public administration this Monday receives 651.23 euros,” said José Abraao, arguing that the government should correct the tables retention.
“Faced with this situation, incomprehensible and unacceptable in every way, the Fesap unions will come together to decide what action to take soon if the government does not move quickly to correct the IRS tables so that it is the workers and not the state to get the net gains from salary increases and careers that have been rightly attributed to them,” the trade union federation said in a statement.
At the meeting on Tuesday, in addition to this issue, “the main thing for Fesap to recognize the validity of the agreement” signed with the government, “will also analyze the observance of the remaining points of the article, namely with regard to negotiations on not considered careers of 2 and 3 classes of complexity, so how much time is needed to determine the timetable for negotiations to this end, which should have been done before the end of 2022,” he adds.
An official source at the presidential ministry told Lusa on Friday that the salary increase for civil servants will begin on the January 20th payroll, and the new IRS withholding tables will also apply.

However, the ministry said that salary processing, with updates scheduled for 2023, “depends on each of the reward processing entities.”
The processing dates for the salaries of civil servants for 2023 are indicated in the notification of the Central State Treasury, published on January 4 in Diário da República.
According to the notice, on the 20th, the salary of the Chairman of the Council of Ministers and the ministries of finance, national defense, labor, solidarity and social security, culture and foreign affairs will be paid, which will be paid until the 23rd. remaining wages.
The remuneration base for public administration is increased by 8% to 761.58 euros, and the remuneration to approximately 2600 euros gross is updated by 52.11 euros. Above this value, the increase is 2% (resulting in an increase of more than 52.11 euros).
Remuneration allowances that refer to the annual update of civil service salaries or levels of the unified remuneration table are updated at 2%.
In addition to salary updates, there are also general career assessments for Senior Technician, Technical Assistant and Operational Assistant, which in some cases will result in an additional 52 euros.
The wage increases are the result of a multi-year agreement between the government and the Federation of Trade Unions of Civil Servants (Fesap) and the Union of Civil Technicians.
