The government sets the management model for European funds for 2021-2027

The government has set a model for managing European funds for the period 2021 to 2027, which it has already championed as transparent, flexible and flexible, and was published this Wednesday in Diário da República.

Portugal will receive more than €40 billion in European support between 2020 and 2030, including €23 billion from Portugal until 2030 and €18 billion from the Recovery and Resilience Plan.

This amount also includes funding from the Common Agricultural Policy (CAP) and instruments such as Horizon Europe or the Connecting Europe Facility.

The governance model was approved by the Council of Ministers on 15 December.

At the end of the Council of Ministers, Mariana Vieira da Silva stated that “the proper use of European funds requires a clear, efficient, transparent, flexible and flexible governance model that promotes synergy and complementarity with other funding sources and ensures partnership with civil society.”

“The new governance model advocates a clearer articulation of European funds, including Portugal’s European Funds until 2030, the Fund for Asylum, Migration and Integration (FAMI) and the strategic plan of the Portuguese Common Agricultural Policy (PEPAC); on articulation through functional networks; clarifies the powers of the governing bodies and integrates additional requirements arising from European regulations, namely in terms of transparency and control,” said Mariana da Silva, reading parts of the government communiqué.

In the case of Portugal 2030, the governance model consists of bodies that “specialize by virtue of the functions they perform”, namely political and technical coordination, governance, monitoring, certification, payment, auditing, monitoring of regional dynamics and functional articulation.

“The functioning of the governing bodies of Portugal 2030, namely the functioning of the resources and activities necessary to perform their respective functions, is ensured by the technical assistance program or the technical assistance priority of each program,” the diploma states.

Political coordination is provided by government members responsible for labour, solidarity and social security, the economy, environment and climate change, territorial cohesion, agriculture and fisheries, as well as a government member responsible for “global management of programs funded by European funds, relating to the technical assistance program”.

The Interministerial Partnership Agreement Negotiation Commission (CIC) includes a government member from each government area, and other members may be invited to participate.

CIC Portugal 2030 is responsible for ensuring that the use of funds is aligned with the strategic guidelines, “ensuring the necessary linkages with other European funds, as well as appropriate complementarity with public policies financed from national resources”.

The technical coordination of Portugal 2020 is the responsibility of the IP Agency “without prejudice to the technical coordination powers conferred on the Mar program management body”.

The functions of the IP Agency include providing dialogue with the European Commission and global technical coordination of programming, reprogramming and monitoring tools for European funds, issuing technical guidelines and opinions, and developing specific regulations and monitoring compliance with enabling conditions during the programming period.

The Managing Authority, which oversees the implementation of each program, is responsible for preparing the annual notification plan and management guidelines, defining the criteria used in selecting operations and ensuring that operations contribute to the achievement of goals and specific objectives. results of “relevant priorities”, among other things.

The contributors are the IP Agency of the European Regional Development Fund (ERDF), the European Social Fund (ESF+), the Cohesion Fund (CF) and the FAMI Programme.

The Institute for Agriculture and Fisheries Finance (IFAP) is the paying agent of the European Foundation for Marine Affairs, Fisheries and Aquaculture (FEAMPA).

The audit bodies, in turn, include the Chief Financial Inspector (IGF) and separate audit structures of Agência IP and IFAP.

The monitoring of the regional dynamics of the mainland is provided by the CCDR – Commissions for Coordination and Regional Development, and the financial, administrative and technical means for monitoring are supported by the “provision for technical assistance of the Portugal 2030 programs”.

According to the diploma published this Wednesday, the Portugal 2030 coordination is progressing through the functional networks of articulation created by CIC Portugal 2030.

From now on, the Coordination Network, the Monitoring and Evaluation Network, the Communications Network, the Capacity Building and Demand Qualification Network, the Innovation and Digital Transition Network, the Climate Action and Resilience Network, the Demographics, Qualifications and Inclusion Network, and the Regional Dynamics Network.

All approved actions must be published on the European Funds portal, on the website of the respective program and on the Mais Transparência portal.

“The IP Agency is required to create and maintain the European Funds Portal and provide the necessary information to update the Portal for greater transparency, with each Managing Authority maintaining the respective program website,” he said.

The beneficiaries will have a support line – “Linha dos Fundos” – to clarify all issues related to European funds.

The Portugal 2030 program will receive €22,995 million split between different programmes, with a focus on demographics, qualifications and inclusiveness of €5,691 million.

The decree-law enters into force this Thursday.
