Maximum annual rental support income increases from Tuesday

According to the regulation published this Monday, the maximum annual income amount for access to the rental support program in the case of an individual will increase to 38,632 euros. This change will take effect on Tuesday.

According to the diploma published in Diário da República, a family of one will be able to access the program with a maximum gross annual income “up to the IRS step 6 limit or, if lower, up to €38,632.” (ceiling of the sixth income tax group in the 2023 table).

In the case of households consisting of two people, this limit increases by a further 10,000 euros, and households consisting of more than two people can apply with a maximum annual income equal to the income of the previous “echelon” (38,632 euros + 10,000 euros ). ), plus 5000 euros for each additional person.

Until now, according to the previous regulation, from June 2019 the maximum value of residential units for one person was 35 thousand euros, with an increase equal to that now determined in the case of two or more elements.

The government has also decided to change the “concept of typology corresponding to the size of residential units, replacing the previous concept of minimum residential occupancy,” with the number of people per housing type now being determined.

Previously, the minimum occupancy of housing under the program, then called the Affordable Rental Program, was “one person per room, regardless of how the housing was provided.”

The decree published this Monday and signed by the Minister of Finance Nuno Felix and the Minister of Housing Fernanda Rodriguez indicates that for one to two people the maximum type of housing is T2, which can accommodate three people. to T3, from four people to T4, from five people to T5, from six people to T6 and from seven or more people typology “equal to or higher than T4”.

In November 2022, the government assured that it was working “to streamline procedures” relating to the then Affordable Rental Scheme, which had seen “950 contracts signed” since its inception in 2019 up to October that year.

In December 2022, the executive branch approved a decree-law in the Council of Ministers, which introduced changes to the Porta 65 – Youth Leasing program and the Affordable Leasing Program, aimed at “expanding the range of candidates who can benefit from the support provided in them.”

“In the case of Porta 65, the maximum rental limits have been updated; “In relation to the Rental Support Program (which renames the current Affordable Rental Programme), the aim is to consolidate the objective of promoting the supply of rental housing at prices compatible with family income, and therefore a rapid review is proposed to simplify and reduce bureaucracy,” it said in a statement by the Council of Ministers at the time.

The Affordable Rental Program came into effect on July 1, 2019, and aims to help expand the supply of below-market rental housing.
