Maia CPCJ audit says president’s legitimacy ‘severely eroded’

The audit, carried out by the organization that regulates the Child and Youth Protection Commissions (CPJC), concluded that the legitimacy of the commission’s president in Maya was “seriously undermined” and found irregularities in functioning, management and poor labor relations.

In a document dated June 12, which Lusa accessed this Thursday, the auditors of the National Commission for the Promotion of the Rights and Protection of Children and Youth (CNPDPCJ) leave 62 recommendations to the CPJ Maya, ranging from recommendations for training courses that should have already been completed, ensuring internal committee routines, the creation of a children’s listening room, adjustments to the time given by some members, working capital management and considerations regarding freedom of expression.

“It is concluded that, given what is required of the Chairperson of the CPWC (…), the legitimacy of the current Chairperson of the CPWC Maya to serve in this position is seriously compromised, which leads us to assume that the Protection Commission in an expanded form is deciding on the continuation of the role President,” it says.

The current president of the CPCJ, Maia António Marinho, joined this organization as a representative of the Federation of Parents and Guardians Associations of this municipality of the Porto district in 2017, and was then elected president by the commissioners in an expanded format including 14 entities.

The text highlights the conflict surrounding the use of a vehicle provided by Camara da Maia, which initially also provided a driver but stopped doing so, noting that the commission president, as well as other members, had taken a “position of disagreement” by refusing to drive the vehicle and concluding a review that “there is no basis for refusing self-driving” provided by the municipality.

The inspection ordered on April 10 by the President of the CNPDPCJ focuses on the deterioration of the relationship between António Marinho and the representative of the municipality, from whom he removed the leadership of all processes, also putting pressure on Maia. The city council is calling for his replacement.

Regarding this representative, the review also states that “the continuation of her presence is definitely jeopardized (…), therefore it is necessary that the Maya City Council consider appointing another representative,” which occurred before the results of this review were received. famous.

To support the “severely shaken” legitimacy of António Marinho, the two auditors refer to 18 points, emphasizing: “It was argued that [António Marinho] has an authoritarian, arrogant or despotic leadership (…) or which allows a particular member to be unable to express his or her arguments or ideals or to be humiliated by other people”, “if it is established that this has occurred, obstructing the use of a vehicle when a participant or technician who has expressed such an intention was present”, “it has been established that a participant has been obstructed from participating in training”.

It is also emphasized that “relationships with the City Council, the structure responsible for logistical, financial and administrative support, have been disrupted, which could result in losses for the Communist Party of Communists.”

António Marinho was also pointed out that he did not work for the commission on a permanent basis, as required by law, due to his profession as a lawyer, and there were allegations that he received clients on the premises of the CPCJ, a charge that he denied.

Another allegation contained in the text is that António Marinho heard children supervised by the CPCJ “without the presence of the relevant process manager”, which the two auditors classified as “worthy of criticism”.

Lusa tried to contact Antonio Marinho, but so far this has not been possible.

The audit report noted that the defense committee “needs to make a decision on the continuation” of Antonio Marinho in office, with the next meeting of the extended committee to be held in mid-July.
