This Thursday, the Assembly of the Republic is debating the proposals of Chegi, PCP and PAN to grant a supplement to the salaries of the PSP and GNR, while the security forces protest in front of Parliament.
The debate was called by the Chega party, which is presenting four bills and three draft regulations (which do not have the force of law). In addition to these initiatives, the deputies will also discuss the bills and regulations of the PS, BE, PCP and PAN, which are related to the security forces.
Chega proposes to give the PSP, GNR and prison guards a mission allowance equivalent to that of the judicial police, replacing the “service and risk allowance in the security forces, both in its permanent and variable components.”
According to Chegi’s proposal, this supplement will be paid monthly, in 14 installments, and indexed to the base salary of the national director of the PSP and the general commander of the PPR, which corresponds to 19.6% of this amount.
The PCP also proposes to allocate a mission allowance for the security forces and services of €200 when it comes into force, “increasing in January 2025 to €300 and in January 2026 to €450, with effect from 1 January 2027, indexed to the salary increase of the national director of the PSP and the general commander of the GNR.”
The Communists want this supplement to also be attributed to prison guards, marine police and ASAE.
The PAN is also discussing a proposal to provide a monthly allowance, payable for 14 months, calculated on the basis of the basic pay of the PSP National Director and the GNR General Commander. In the case of the PSP, this would be 10% for officers, 12% for chiefs and 15% for agents, while for the GNR, it would be 10% for officers, 12% for NCOs and 15% for guards.
PAN proposes that this complement to the mission should also be entrusted to the forest guard, prison guard, marine police and ASAE.
According to an official source, the government will not be represented in the debate.
Inorganic movements of elements of the PSP and the GNR, as well as some trade union structures, are mobilizing to attend the Assembly of the Republic this Thursday afternoon, responding to the invitation of the President of Chega.
Although the main GNR associations and the PSP unions have separated themselves from Chega’s call, Movimento Zero and Movimento Inop are calling on the police via social networks to take part in the protest in front of the Assembly of the Republic and to plan a presence in the galleries. appeal, as well as the PSP unions without representation. The only union that has the right to negotiate with the government and that has already said it will be present in the galleries is SIAP (Independent Union of Police).
The prime minister’s words that the government will not invest “one cent” in the security force proposal could further fuel the mood among police given the lack of motivation, according to a union source, Luse said.
An official source in the national leadership of the PSP told Lusa that police activity would be stepped up inside and outside the Assembly of the Republic, as has happened during similar protests taking place outside the building.
In a conversation with Lusa, most parties refused to announce their vote, including the parties supporting the government, the PSD and the SDS-PP, which are expected to vote against these initiatives following these statements by the executive leader.
Speaking to reporters on Wednesday, the Chega leader said the debate would be “proof of nine about who is on the side of the security forces” and insisted on mobilizing the police.
