Among other measures, it offers professionals an increase in overtime pay. The Medical Union of Euskadi believes that this is “a change of attitude” in the management of the Basque Health Service.
The new management of the Basque Health Service has approved an instruction through which it establishes “exceptional” measures to “be able to respond to the demand for care” in the summer and “keep primary care centers openPACs, Emergencies and hospital care services”, a particularly complicated period in which the service often suffers restrictions due to lack of staff.
Signed by the general director of Osakidetza, Susana López Altuna, instruction 9/2024 dictates exceptional measures to “maintain healthcare activity in the different healthcare services of Osakidetza, primary care health centres, PAC and Emergencies during the summer period”.
As reported, Starting this weekend and during the months of August and septemberWhen it is not possible to cover the absence of professionals, professionals will be offered participation in “management improvement programs with their own resources (self-contracting) through the voluntary assumption of the activity required at each level of care.”
On the one hand, an attempt will be made to motivate doctors to work more hours with economic incentives; that is, paying more for overtime. Osakidetza proposes an additional remuneration of 70.08 euros Overtime in Primary Care for each hour of extension of the working day (minimum of two hours). In the case of PAC and Emergencies, the amount per hour for activity outside of normal working hours will be, as a minimum, 70.08 euros from 08:00 to 22:00 and 38.48 euros from 22:00 to 8:00.
In addition, the instruction also proposes paying 119 euros more per day for treating unrelated patients, which correspond to another doctor who is not available during those days. It also establishes that when it is not possible to meet the demand, “resident personnel in training who are in the last three months of their training period may be entrusted with the performance of functions that are ordinarily performed by statutory personnel.” Residents will receive the same remuneration as statutory doctors. There would be about 300 professionals in this last situation.
He Medical Union of the Basque Country He values the decision and believes that it is “a change of attitude” in the management of the Basque Health Service.
ESK He warned that Osakidetza’s problems “will not be solved by raising the price of self-concertation” but, on the contrary, “it causes the problems to perpetuate over time without providing immediate solutions, which is what is needed.”
CC.OO. He has criticised the fact that the new management of Osakidetza “once again decrees “working conditions behind the back of the sectorial board” and has warned that it thus insists on “the same mistakes as the previous teams”.
