Osakidetza adopts “exceptional” measures to “respond to the demand for care” in summer

The new management of the Basque Health Service has approved an instruction through which it establishes “exceptional” measures to “be able to respond to the demand for care” in the summer and “keep primary care centers openPACs, Emergencies and hospital care services”, a particularly complicated period in which the service often suffers restrictions due to lack of staff.

Signed by the general director of Osakidetza, Susana López Altuna, instruction 9/2024 dictates exceptional measures to “maintain healthcare activity in the different healthcare services of Osakidetza, primary care health centres, PAC and Emergencies during the summer period”.

In the case of PAC and Emergencies, the amount per hour for activity outside of normal working hours will be, as a minimum, 70.08 euros from 08:00 to 22:00 and 38.48 euros from 22:00 to 8:00.

In addition, the instruction also proposes paying 119 euros more per day for treating unrelated patients, which correspond to another doctor who is not available during those days. It also establishes that when it is not possible to meet the demand, “resident personnel in training who are in the last three months of their training period may be entrusted with the performance of functions that are ordinarily performed by statutory personnel.” Residents will receive the same remuneration as statutory doctors. There would be about 300 professionals in this last situation.
