The Lisbon Chamber approves the strengthening of the Emergency Social Fund by 2 million euros

The Lisbon City Council unanimously approved this Wednesday the allocation of two million euros to the Emergency Social Fund (FES) and the creation of two emergency support schemes, the municipality said in a statement.

The proposal was approved in a closed meeting of the municipal executive chaired by Carlos Moedas (PSD) and provides for the establishment of two emergency support regimes for organizations of the People’s Association Movement of Lisbon and a change in the regime of access to the fund, which allows for “wider coverage with the involvement of more private institutions of social solidarity ( IPSS).

“Until September 30, non-profit organizations can apply for financial support corresponding to 50% of the global increase between 2021 and 2022 in their spending on electricity, gas and water, as well as non-residential rents or temporary use of premises, institutions, equipment or transport services. The maximum support limit is 10,000 euros,” the municipality explains in a note.

With regard to the damage caused by the December hurricanes, the Lisbon Chamber refers to the fact that organizations of the Popular Movement of Lisbon, namely associations with altruistic goals in the city, can apply until June 30 for financial support in the amount of 20% of the cost. repair, replacement of equipment, or replacement of damaged stock.

“The maximum limit for this support is 10,000 euros, except when the damage exceeds 100,000 euros, in which case the limit is set at 20,000 euros,” the note says.

In the event of a change in the overall requirements for the provision of support under the FES, IPSS must now demonstrate at least 15% growth in demand for the services they provide, instead of the previous 20%, in order to be eligible for replenishment of appropriations.

The municipality justifies the changes with “an unfavorable economic situation” and the need to “strengthen support”.

Today’s meeting also saw the presentation of a motion signed by the Mayor of Lisbon calling for the government to “take the necessary measures to address the problems affecting rail users” and for the Assembly of the Republic to “promote parliamentary debate”. on the policy of the executive branch in relation to public mobility.

The document was not approved because the votes were split: six votes for the elected representatives of the SDP / DTP-PP and the PKP and against, with an equal number, the elected representatives of the PS. , Livre and Cidadãos Por Lisboa and abstaining from the Left Bloc.

On the other hand, the Lisbon City Council unanimously approved a proposal to support the communities organizing Popular Marches in the amount of 30,000 euros per unit.
