The Spanish Government launched in the middle of last August the saving measures, such as limiting the thermostats and controlling the switching on of public lighting.

The demand for electricity in the last four months, from August to November, has decreased by 4.67% compared to 2021, while when compared to the pre-pandemic periods, the demand has been 6.5% lower.
In mid-August, the Spanish Government implemented the “Shock Plan for energy savings and management in air conditioning” which, according to data from Red Eléctrica Española, has reduced the demand for electricity throughout the State. In September the difference was not so pronounced, with a reduction of 3.6%, while in the first week of November the demand was 8.7% lower.
Measures implemented
The Spanish Government proposed in that decree to limit the thermostat in public places to 27 degrees in summer and 19 in winter. Thus, the measure has begun to be applied in administrations, shops and public places such as theatres, cinemas, establishments for public entertainment and leisure activities, train and bus stations, and airports.
However, in those places where the peculiarities of the sector or the working conditions of the workers justify it, they are not being applied, not even in educational centers (schools, universities, nursery schools), health centers, hairdressers, gyms and transport public.
Thus, bars and restaurants have the possibility of limiting the air conditioning to 25 degrees, taking into account the recommendations of the labor regulations.
Nor is the measure applied to hotel rooms or laundries, because they have private regulations.
The decree has established other measures, such as the obligation to have a door closing system when the air conditioning system is running.
