The Mixed Commission for the Economic Agreement has also agreed to ratify prior bilateral agreements on budgetary stability.

The Mixed Commission for the Economic Agreement, made up of the Basque Government, the provincial councils of Araba, Bizkaia and Gipuzkoa, and the Government of Spain, has approved the new quota methodology for him five-year period 2022-2026which sets the base year quota at 1472 million euros. This amount is very similar to the Quota that was currently being paid to the State and maintains the imputation rate at 6.24%. The assessment of active employment policies is not included in this base quota as an assumed charge, which is instrumented annually as compensation for the liquid quota to be paid to the State.
The Minister of Economy and Finance, Pedro Azpiazuhas stressed that “today an enormously important agreement has been reached”, and added “that it is an agreement that ensures that the Basque self-government and the Economic Agreement come out stronger”.
In total they have reached 15 agreements of fiscal and financial content. For example, the instrumentation of the financing of the management of the Minimum Vital Incomeas agreed by the Mixed Transfer Commission in March 2022.
The sane establishes the Liquid Quota 2021 (1403 million euros), the Financial Compensations (definitive 2021 and provisional 2022) and the Assessment of Active Employment Policies (final 2021 and provisional 2022).
It also defines, among others, the participation of the Basque Country in extraordinary endowments to finance functions in health matters (close to 13.4 million euros), extraordinary endowments to finance functions in health matters (close to 13.4 million) as well as the scholarship supplement (23.9 million euros).
In tax matters, the concertation of two new tax figures. On the one hand, the concertation of the Special Tax on Non-Reusable Plastic Containersand on the other, the Tax on the Deposit of Waste in Landfills, Incineration and Co-incineration of Wastecreated by Law 7/2022, of April 8, on waste and contaminated soil for a circular economy.
Likewise, the agreement includes the adaptation of the Basque Economic Agreement to the changes introduced in the Tax on Fluorinated Greenhouse Gases.
In terms of budget stability, the Mixed Commission of the Economic Agreement has ratified the agreement signed by the General State Administration and the Basque Autonomous Community on September 28 regarding budget stability for the year 2023.
Once the Mixed Commission of the Economic Agreement has been held, both its modification and the approval of the new methodology of the Quota must be processed in the Cortes Generales in the form of Laws single article.
