Portugal decided this Friday to re-establish air, sea and land border controls “in cooperation with the Spanish authorities” during World Youth Day. This measure will be approved by the government following a proposal from the Homeland Security Service.
Interior Minister José Luis Carneiro and his Spanish counterpart Fernando Grande-Marlasca met this Friday in Lisbon to assess the measures to be taken on air, sea and land border controls during the Jornada World Youth Football Championship (WYD), an event that takes place in Lisbon in the first week of August and is expected to attract around 1.5 million people.
“A decision has been made to restore air, sea and land border controls in cooperation with the Spanish authorities,” said a source in the office of Minister José Luis Carneiro.
According to the Interior Ministry (MAI), these measures will be approved by the government on the basis of technical proposals to be issued by the Secretary General of the Internal Security System (SSI) after consultation with the Spanish Interior Minister. “the urgent need for its execution in close cooperation and cooperation with the Spanish authorities”.
At a press conference held at MAI with the Spanish minister, José Luis Carneiro did not carry out land border controls in the first week of August, saying only that they would be the same as in 2017, when Pope Francis visited Portugal.
The official pointed out that the security forces had already conveyed to SIS Secretary General Paulo Viseu Pinheira that the “replacement of border controls” during World Youth Day, as happened in 2017, was justified.
According to the minister, the restoration of border control will be carried out “in those quantities and on those conditions that the security forces deem appropriate.”
The Minister explained that the Secretary General of the SSI, in terms of the coordination of forces and security services, will prepare a proposal that will be submitted to the MAI and which will later be transmitted to the European authorities by the Ministry of Foreign Affairs. .
“Naturally, the political authorities will make a decision depending on the operational level proposals that will be put forward by the Internal Security System,” he said, adding that the two countries “have approved some policing practices” for the WYD.
José Luis Carneiro said that support had been requested from the Spanish authorities regarding the preparation of the WYD security conditions and the identified needs and priorities had been brought to the attention of the Spanish Minister.
“One of these priorities is related to the need to strengthen police cooperation throughout the common border in order to restore haphazard border control,” he said, stressing that it is necessary to guarantee the flow of pilgrims who will arrive in Lisbon by plane through Spain, then by road to Portugal.
The Spanish Minister of the Interior emphasized that there is “permanent cooperation in all areas of security”, pointing out that the WDM “requires detailed planning”.
WYD will take place in Lisbon from 1 to 6 August and will be attended by Pope Francis.
In 2017, and on the occasion of the visit of the Pope to Fatima, documentary control at air, sea and land borders was temporarily restored.
