Lack of suitable candidates justifies new competition for CEO of Health

The Commission on Recruitment and Selection for Public Administration (CReSAP) justified this Thursday the repetition of the competition for the selection of the Director General of Health by the absence of three candidates capable of integrating the list to be presented to the government.

In a response sent to the Lusa agency, the organization, chaired by Damasceno Diaz, stated that under the Management Staff Charter, when CReSAP “does not find three candidates capable of integrating the ‘short list’ to be presented to the government member requesting the opening of the tender procedure, this committee must repeat notification of its opening.

“This was the situation that happened in the aforementioned competition” to replace Graça Freitas as the head of the General Directorate of Health (DGS), put forward by the recruitment committee.

In accordance with the rules of CReSAP, after the completion of the selection process, the jury prepares a proposal for the appointment, indicating three candidates, indicating the reasons for choosing each of them, and submits it to the member of the government in charge of the service, who from that moment, a maximum period of 45 days, to make a choice.

In a notice published this Thursday in Diário da República, CReSAP announced the resumption of the introductory notice “within ten working days of publication on its website” of the recruitment and selection competition for the position of Director General of Health.

The initial notice of the opening of the competition was published in Diário da República in early June, a few days after the resignation of the then Deputy Director General of Health, Rui Portugal, who replaced the Director General of Health during the holidays, and six months after Graça Freitas publicly announced her intention to retire.

Despite the fact that Graça Freitas announced in December her intention not to remain in this position, the Ministry of Health sent a request to CReSAP to open an open tender only at the beginning of May.

A few days after Rui Portugal resigned, Public Health Doctor Andre Peralta Santos was named Deputy Director General of Health on an interim basis.

In an interview with Público newspaper in February, Rui Portugal expressed his willingness to apply to CReSAP.

“I have a curriculum, local, regional, national and international experience that allows me (…) I think I can make a very significant contribution both to the speech and to the agenda,” he said.
