Mozambique’s DPR said most kidnappings are planned abroad

Most kidnappings committed in Mozambique are carried out outside the country, making it difficult to combat this type of crime, according to the annual information of the republic’s attorney general, which will be presented this Wednesday in parliament.

“One of the biggest problems in wrestling [aos raptos] This is due to the fact that most of the preparation for the commission of the crime and the payment of the ransom takes place outside the country,” Beatrice Buchili told the Assembly of the Republic today.

According to the document, the majority of voters live in South Africa.

“Therefore, the investigation and assignment necessarily require the use of international legal and judicial mechanisms of cooperation with the involvement of countries with an objective or subjective connection with the crime for mutual legal assistance, extradition or exchange of information,” the prosecutor’s report says. General Office (GOR).

The annual information acknowledges that “legal and judicial cooperation with South Africa, a neighboring and brotherly country, has not reached the level necessary to combat this type of crime affecting both countries.”

The PIU emphasizes that more than a year ago, 20 requests for extradition and mutual legal assistance were submitted, including from identified perpetrators of abductions, but Mozambique received no response.

The information highlights ongoing efforts to sign an extradition agreement between Mozambique and South Africa aimed at strengthening cooperation in the fight against organized crime.

The report indicated that seven criminal cases of kidnapping were filed in 2023, a 53.3% decrease from the previous year, in which 15 were registered.

Indictments were filed in 12 cases, five were transferred to the archives, nine of which were postponed to the current year, the document says.

The Attorney General of the Republic of Mozambique presents today and Thursday the annual information on the activities of the ministry for 2023.

The presentation then prompts questions from deputies, followed by answers from the head of the prosecutor’s office.
