According to the government, today the Ministry of Health presents the balance of the Emergency and Transformation Plan in the Healthcare Sector, consisting of 54 measures, 12 of which have already been completed and 40 are in the implementation phase.
A press conference to present the implementation of the plan will take place late this morning, about 100 days after its approval by the Council of Ministers, on May 29.
The plan, presented in the first 60 days of the current government, as announced by Prime Minister Luis Montenegro, brings together 54 measures, defined as urgent, priority and structuring, and divided into five axes.
According to data published on the National Health Service (NHS) portal on Tuesday, 12 of the 54 measures have already been completed and are considered urgent and a priority, 40 of them are ongoing and the remaining two have not yet started.
Among the measures that the ministry considers complete are the streamlining of the waiting list for cancer patients for surgery, the creation of a direct service on the SNS 24 line for pregnant women, the strengthening of agreements with the social and private sectors and the creation of clinical care centres for less seriously ill patients.
The creation of an emergency care specialty has not yet begun, as suggested by the Doctors’ Order, which recently approved a regulation considered the “first stage” of this process, as well as the creation of medical and psychological assessment centers – two measures included in the plan as a priority and structuring, respectively.
The plan sets out three levels of priorities: the first stage includes urgent measures (15) to respond to the most pressing problems in the sector, priority measures (24) to respond to needs identified in the short and medium term, and structuring measures (15), which aim to “transformatively reform” the current health system.
In early August, the prime minister said the government was achieving the goals of the health emergency plan, but acknowledged it would be “irresponsible and unrealistic to say that emergencies are working well” in the country.
