In an interview with Lusa, Socialist MP António Monteirinho said that the draft resolution, which does not have the force of law but is a recommendation to the executive branch, aims to address the problem of depopulation in these regions of the country. creating a “benefit package” so that these workers “leave the big centers and big cities and be able to remotely develop their work in rural areas.”
“Among this, there are two main conditions: a Wi-Fi network [de Internet] high “performance”, and therefore we call on the Government to complete the project to install a “wi-fi” network in all territories and throughout the country as soon as possible; and then there’s also the bureaucratic issue, so we want to focus all of this support for these remote workers, whether national or foreign,” under one program,” said the PS MP, elected by the Guarda constituency.
In the text, the Socialists ask the government to “identify areas of low population density at the level of NUT III that intend to welcome workers who provide remote work from there”, as well as identify “areas that intend to welcome this profile of workers in autonomous regions in conjunction with the respective regional governments” .
The executive branch is recommended to ensure that during 2023, “the development coordination commissions of each NUT III located in low-density areas and each autonomous region develop and implement a fundraising plan”, identifying in the territories “affordable housing or accommodation model, and also the main proposals in areas such as health, education, culture, environment, sports and others of interest.”
The Socialist Bench also wants the government to identify “in accordance with the National Strategy for Connecting to Very High Capacity Electronic Communications Networks 2023-2030, coverage gaps of this type of networks in areas with low population density, in each of the NUT III and in autonomous regions to guarantee “quality broadband communications at an affordable price”.
On this occasion, the Socialists propose to the executive branch to determine “the amount and program of financing together with regional and national operational programs” and to present “physical and financial implementation schedules for the implementation of” Internet coverage in these territories “during 2023. “.
In the draft, the PS parliamentary group recommends that the government “coordinate the development of the Big Data Electronic Global Positioning Platform to bring area profiles closer to possible stakeholders” and promote an international campaign. together with the Ministry of Foreign Affairs and the consular network to publicize this initiative.
Asked why the PS had presented a recommendation and not a bill, António Monteirinho replied that the goal “was basically to tell the government that it should develop a program with a significant amount of money to develop this whole project”, demonstrating confidence that that the executive branch is “fully interested in using territorial cohesion in practice” and added that the parliamentary group is open to the participation of other benches on the initiative.
