Former Agriculture Minister Luis Sayas died Tuesday at dawn at the age of 98 at his home in Lisbon, his daughter told Lusa.
Luis Gonçalves Sayas was in charge of the Ministry of Agriculture and Fisheries in the Second Constitutional Government formed by the PS and CDS coalition and led by Mário Soares.
The former socialist minister served as minister of agriculture from 30 January to 29 August 1978. He was also a member of the Assembly of the Republic in the first four legislatures, elected three times by Porto and once by Faro.
In fact, Luis Sayas was at the origin of the fall of the PS-CDS government in 1978 after Mario Soares’ refusal to replace his Minister of Agriculture, as CDS Freitas do Amaral claimed.
At the time, the CDS, namely Freitas do Amaral, Amaru da Costa and Lucas Pires, argued that the Ministry of Agriculture was pursuing too leftist policies.
After the collapse of the coalition, the then President of the Republic, Ramallo Eanes, rehabilitated the Prime Minister, who left his duties on August 29, just seven months after taking office.
The formation of a second constitutional government was based on Ramallo Eanes’ demand that it maintain parliamentary support for a “stable and agreed majority” in order to negotiate with the IMF.
Portugal since 1977 suffered the first intervention of the International Monetary Fund in the country, caused by a degraded economy, in which the unemployment rate in Portugal exceeded 7%, goods were rationed, and inflation reached 20%.
