The Minister of Internal Affairs has archived the disciplinary process, the Main Inspectorate of Internal Administration reported. This body suggested that José Luis Carneiro be archived because the police officer had complied with the injunctions that led to the suspension of the process: training course and shooting (ended with a score of 15.61 points); and hand it over to the police station.
IGAI states that if there is “no justification for the use of firearms against third parties, there is also no justification for firing warning shots” and that there was “hasty use of pistols” and “without legal justification.”
