The President of the Public Finance Council said this Thursday that the implementation of the state budget for 2024 will be difficult and that this will lead to the start of a new cycle without better budgetary results than expected.
Nazaré da Costa Cabral responded this Thursday at a hearing of the Committee on Budget and Finance (COF), within the framework of the Specialized Evaluation of the State Budget 2024 (OE2024), to the questions of the Socialist deputy Sergio Avila.
“Budget 2024 could be the beginning of the end of good budget surprises,” said the President of the Public Finance Council (CFP).
Nazare da Costa Cabral recalled that in recent years the budget results have been more positive than the government’s forecasts, noting that some CFP reports even indicated that some items were understated.
“This cycle of good budget surprises may have come to an end,” he said.
According to Nazaré da Costa Cabral, “the gaps that we have noticed from time to time in other years seem to be exhausted”, with this budget “much more fragmented because in the meantime budgetary constraints were created that did not exist either in relation to tax revenues, nor in relation to tax revenues.” side or on the consumption side.”
Thus, for the CFP President, the current budget project will be “more difficult to implement”, on the one hand, if the state wants to achieve the budget goal, given the new and expected downturn in the economy itself.
On the other hand, if the goal of balancing the budget is related to “the goal of maintaining the level of investment, namely investment financed by national funds.”
“In fact, this creates a new situation that is more difficult to manage and achieve predetermined goals,” he predicts.
Prime Minister Antonio Costa asked the President of the Republic, Marcelo Rebelo de Sousa, to resign on Tuesday.
The President will meet with the Council of State this Thursday, the day he plans to address the country.
Meanwhile, parliamentary hearings on proposal OE2024 continue.
