The President of the Republic has promulgated parliamentary decrees establishing exceptional regimes for the implementation of voting rights for mobility and early voting for the European elections in June 2024, it was announced on Tuesday.

The government’s proposed exceptional regime, which would allow away voting on next year’s European election day, without pre-registration or pre-voting rights, was approved by the Assembly of the Republic in a final global vote on November 30.
The final text, which required an absolute majority of the deputies in power, was approved by all parliamentarians present (192), with the exception of the PKP, which voted against. The only PAN deputy, Ines Souza Real, was not present.
The proposal establishes a regime of exclusive voting mobility on the day of the European Parliament elections in 2024, allowing voters to vote at “any polling station established within the country or abroad”, without the need for pre-registration.
This modality will be possible through the use of digital voter lists.
In addition to this type of voting, which can be held on June 9, the week before the election, early voting through pre-registration and early voting remains available for hospitalized patients, prisoners and people displaced abroad.
According to the approved text, the voter identifies himself in front of the table by presenting his civil identification document, and the table checks whether he has active voting capacity and whether he has already exercised his right to vote, on two computer devices that will be provided. in every build.
In the absence of an identification document, the right to vote can only be exercised “at the polling station where the voter is registered.”
In the event of a “specific unavailability” of the system or difficulty accessing polling places, a plan is provided to ensure continuity of voting through “telephone access to an answering machine with a level of security and functionality equivalent to dematerialized voter lists.” , providing a recording of the conversation and identification of the commission member using the appropriate accreditation code.”
Within three months of the European elections, the National Electoral Commission (CNE) will have to prepare a report to submit to the Assembly of the Republic on participation in mobile voting.
According to the CNE, SGMAI “contracts an independent audit from an organization outside the electoral procedures to specifically assess the reliability, security and reliability of the dematerialized voter list system.”
