The Portuguese Defense Minister said this Wednesday that the creation of an operational cell for civil-military cooperation (CIMIC) in the Community of Portuguese-speaking Countries (CPLP) “could make a contribution” to global security.
Helena Carreiras, who spoke at the end of the day at the book launch ceremony of “25 Years of Defense Cooperation in the CPLP” at the Autonomous University of Lisbon, said she had promoted CIMICC internationally with organizations such as the UN.
The Minister assured that she was aware that “it was well received” and considered it an “exemplary” positive step taken by the nine member states in the area of defense cooperation.
Another aspect that deserves special mention from the Minister of Multilateral Defense Cooperation in the CPLP was the training of military personnel.
Helena Carreiras noted that the country has adapted to new global challenges and called for initiatives like those mentioned to be taken into account.
The CPLP Executive Secretary, for his part, emphasized that “defense cooperation contributes in a very concrete way to the unity of the CPLP by seeking and defining joint responses to common problems, be they regional security challenges, catastrophic situations or global threats that characterize international relations.”
Zacarias da Costa emphasized that defense issues “are attracting increasing attention not only from the associated observers of the CPLP and international organizations that have expressed interest in observing the Felino exercises, for example, but also from the general public coming from a variety of quarters.” “.
Therefore, the organization has just launched a channel dedicated exclusively to defense cooperation on the CPLP portal, which also includes a CAE access link, he said.
The official concluded that defense cooperation “projects the organization internationally as a platform of countries that, while affirming all their diversity, converge in language and in the many ties that unite them, capitalizing on their identity factors into a geopolitical asset.”
At the presentation in Portugal of the book “25 Years of CPLP Defense Cooperation,” one of the book’s authors, Luis Bernardino, a professor at the Autonomous University of Lisbon, also spoke about the CIIC initiative.
“Currently, but going forward, CPLP Defense Collaboration is committed to strengthening meetings between various Department of Defense officials and has recently focused on creating a Civil-Military Cooperation operational cell, which is seen as an operational tool that can lead the community. to a greater commitment to potentially establishing itself as a producer of regional and global security,” said the professor and military officer.
In an interview with Lusa for the launch of the Book, published this morning, Luis Bernardino has already argued that the CPLP can become a “great security producer” for Africa, especially for the Gulf of Guinea, where five of the nine states are members, but a security strategy is needed first.
