Livre wants to explore the possibility of young people over 18 having access to a “social inheritance”, an amount that could arise from the taxation of a “large inheritance” or through the monetization of savings certificates.
In the closing speech of the XIII Congress of the Party, which ended this Sunday in Porto, Rui Tavares put forward a proposal called “social heritage”, the final model of which is not yet finalized and which Livre will invite the party to study by the Ministry of Labor and Social Protection “together with academia and civil society “
“To understand whether this comes from a savings account created for everyone born in Portugal, from savings certificates or from a large inheritance tax,” he clarified.
The idea is that a young person between the ages of 18 and 35 could have access to an amount that could be invested in their education, “start a small business,” or even “pay or help make a down payment on a home.”
The leader has not yet specified what the criteria for access to this “social inheritance” will be, but assured that it will be an amount “adapted to the financial conditions of families”, varying depending on income.
“Social inheritance is another tool that allows us to achieve the social catapult that we need here in Portugal, and it is another tool that will allow us to transform poverty in Portugal from a structural and permanent phenomenon into something limited and specific that can be addressed through appropriate and timely policies,” he said.
The Livre program, approved this Sunday with 95% of the votes in favor, proposes to “study the creation of a social inheritance, a system of redistribution of wealth and income and a clear strengthening of social justice, financed by the taxation of large fortunes and a large inheritance, which gives every child born in Portugal, an amount to which he can have access upon reaching the age of majority.”
Another social instrument proposed by Livret is the provision of unemployment benefits to a worker wishing to complete a master’s or doctoral thesis, a proposal already included in the 2022 electoral program.
