In 2023, more than 420 people were prevented from entering sports venues due to misconduct, the Authority for the Prevention and Control of Violence in Sport (APCVD) reported this Friday.
According to the report on sanctions activities for the period from January 1 to December 31, 2023, the APKVD issued 489 decisions on the ban, of which 421 will come into force in 2023.
“Of the 421 fans who, by decision of the APCVD, were denied access to sports facilities, 294 are members of Organized Fan Groups (GOF),” the document says.
The vast majority of bans, 344, were motivated by the possession/use of pyrotechnic devices, the remainder by acts or incitement to violence, racism, xenophobia and intolerance (38), throwing objects (34), failure to comply with duties to use correction, moderation and respect (three) and trespass to the playing area of a sporting event (two).
The 2023 figures mark an increase from the previous year, when 328 fans were barred from venues in 2022.
In total, in 2023, 1,611 cases of administrative offenses were initiated and 1,647 were completed, including cases transferred from previous years.
“Of the total number of decisions made, the following distribution can be seen: 50.7% of convictions, 30.3% of decisions on archiving (for various reasons), 18.6% of decisions on referral to the prosecutor’s office in connection with competition with criminal offenses, 0, 4% of convictions were overturned after judicial appeal,” the report says.
The APCVD also reports that in 2023 it issued “835 final sentencing decisions,” meaning the possibility of appeal has already been exhausted, and that “94 defendants with final sentencing decisions were subsequently subject to judicial enforcement of a fine due to their lack of payment.”
According to the National Sports Information Center (PNID), about 380 people are currently banned from accessing sports facilities, about 270 by decision of the APCVD and the rest by court order.
Since the beginning of its activities, the APCVD has imposed approximately 1,400 bans on access to sports facilities, of which more than 1,100 have already entered into force.
