Contract teachers who can now move to 3rd level – following a procedure imposed by the European Commission on Portugal due to discrimination against these teachers – can change level after completing the required period of service, which could lead to “overtaking”, as reported says FNE. “The assessment regimes for employees and contractors are different,” notes FNE’s Pedro Barreiros, who does not challenge the contractors’ regime but advocates changes that could solve the problem.
“It remains for me to give instructions to schools so that the latest assessment can be taken into account.” The FNE also warns that teachers who are pregnant or ill remain at a disadvantage because, without completing 180 days of work in the school year, they were unable to undertake performance assessments and were unable to progress. The MoE has given instructions to schools that should supposedly solve the problem, but FNE ensures that teachers are still affected and is demanding a solution.
