“In the coming decade, our goal is to bring 2,000 affordable homes to market, including new builds, refurbishments, provision of sites with infrastructure, support for housing cooperatives and relying on municipal initiative in partnership with the regional government. “, says Program XIV of the Government of the Azores (PSD/CDS-PP/PPM), to which the Lusa agency had access this Friday.

In its government program, the executive branch proposes to define a new legal framework for housing development in the region, which would allow for a new policy of contracting for the construction of new affordable housing with private companies, as well as encouraging housing cooperatives and signing cooperation agreements. with municipalities for housing construction.

Regarding social housing, “there is a need to increase investment and define new forms of management that ensure efficient maintenance of the building stock,” recommends the Azores chief executive, led by José Manuel. Boleiro.

The regional government is also proposing to change the legal regime of the Housing Construction Agreement (HDA) so that private companies can enter into contracts for the construction of affordable housing under this regime with the Administration of the Autonomous Okrug, and not with the Institute of Housing Construction and Urban Rehabilitation.

The Azores Executive guarantees that it will continue to implement the Recovery and Resilience Plan (PRR) in the residential area (301 constructions and 527 renovations).

The document provides for the transfer of 145 sites with infrastructure for the development of affordable housing through a new self-build regime.

The coalition regional government will continue the “Credithab” measure, which supports home lending after interest rates rise and for which there are already “around 600 approved applications.”

In the area of ​​employment, the Azores government intends to create the role of job offer manager with the aim of “aligning” job offers and the profile of the unemployed.

The Azores Executive also wants to increase the employability of the long-term unemployed, especially young people and adults, through the acquisition of skills in a real work context and vocational retraining for sectors where there is a need for recruitment.

The XIV government of the Azores also defends the involvement of businessmen and workers in policies of training and “effective employment”, stating that “the state cannot be the only actor.”

Strengthen measures to support the recruitment of youth and adults and encourage, together with social partners, the renewal of agreed regional collective agreements, “adapted to sectoral specifics and adjusted to the realities of companies in the region” and “their own external specificities.” “The Azores” are other targets highlighted in the government program.

On the other hand, the executive branch commits to strengthen measures to support the integration of workers with disabilities or disabilities into the labor market, highlighting employers with good practices in terms of social responsibility.

However, in the area of ​​employment, the Azores government guarantees that it will continue to support “stable recruitment and increased incomes of Azorean workers” by providing incentives for the creation of new jobs through the signing of a contract for indefinite and full-time employment and investing in inspections against illegal non-standard employment.

Program XIV of the Government of the Azores, which contains the main policies and measures that will be proposed to the entire legislature, was presented on Thursday by the regional secretary for parliamentary affairs and communities, Paulo Estevan (PPM), at the Legislative Assembly of the region. The assembly and its deliberations will begin next Wednesday.
