The National Civil Aviation Authority (ANAC) has rejected proposals from ANA – Aeroportos de Portugal and maintained security and assistance fees for passengers with reduced mobility (PMR), it said in a statement on Wednesday.
On March 15, the regulator decided to “maintain the value of the security fee at 1.80 euros, thereby rejecting the concessionaire’s proposal to increase it by 0.03 euros,” he emphasized.
This decision, he said, “is supported by the findings of an audit conducted by ANAC on ANA’s costs associated with the collateral fee and following an analysis of the weighted average cost of capital used in calculating the said fee as determined by ANAC.”
The regulator also decided to “reject the modulation proposed by ANA during the tariff consultation process for the PMR rate as the differentiation of the proposed rate did not lead to any changes in the quality and services provided to passengers with reduced mobility.”
ANAC decided to “maintain the current PMR rate at €0.69 per boarded passenger, disapproving of the €0.03 rate reduction proposed by ANA, since the investments proposed by the concessionaire do not allow it to meet the expected demand for services, especially in Lisbon and Airports of Porto.
In the same note, the regulator also said it was “awaiting the outcome of the consultation process to be launched by ANA to make a final decision on the revised version of CO2 modulation proposed by the concessionaire.”
ANAC also said it was still awaiting “the commencement of negotiations between ANA and users regarding the definition of indicators associated with airport service levels as determined by the concessionaire following a decision on the consultation process on the airport service quality regime.”
In December, ANAC approved tariff proposals with increases of more than 7% for Porto and Faro airports and 12.45% for Lisbon airport, but did not issue an opinion or pre-approval on some charges, including PMR.
