The National Operational Directive (DON), which establishes a special device for the fight against rural fires (DECIR), was approved this Monday by the National Civil Protection Commission, whose meeting was chaired by the Secretary of State for Civil Protection, Paulo Simões Ribeiro, and took place at the headquarters National Emergency Management and Civil Protection Authority (ANEPC) in Karnaxida.
According to the data that Lusa had access to, the ground device will have 14,155 elements and 3,173 vehicles during the peak resource allocation period, from July 1 to September 30, which is called the “Delta level.”
In 2023, the number of operators deployed to firefighting between July and September was 13,891, meaning there are 264 more operators deployed to firefighting this year.
The same thing happens with available vehicles, which increase by 183, increasing from 2990 to 3173.
In what is considered the most critical season for rural fires, 70 aircraft will be deployed this year, two fewer than in 2023.
Air assets that will not be on display at DECIR this year are two Canadair aircraft.
A fire department source told Lusa there were no Canadair planes on the market, hence the difficulty in leasing them.
According to ANEPC, the DON is a document that annually defines the means and establishes the architecture of the command, control and control structure of the Integrated Defense and Assistance Operations System and defines the modes of institutional coordination. regulation, articulation and optimization of the forces and organisms that make up the system are ensured.
DECIR 2024 will be presented at a public meeting scheduled for Tuesday in Oura, Santarém district, in a ceremony presided over by Interior Minister Margarida Blasco.

In a message published on social networks, Civil Protection said that today’s meeting also approved the Directive for Integrated Detection and Surveillance of Rural Fires (DIVDIR) for this year, which establishes coordination mechanisms between units of the Fogos Rurays Integrated Fire Management System and other institutions. participates in rural fire surveillance and detection operations to ensure optimization of the operational use of mobile surveillance systems, forest video surveillance, aerial surveillance and the National Watchtower Network.
The National Commission for Civil Protection also approved the rules for the operation of national, regional and sub-regional operational coordination centers in accordance with the terms of the Integrated System of Protection and Assistance Operations.
