The President of the Republic, Marcelo Rebelo de Sousa, unveiled this Thursday a government diploma expanding access to the Porta 65 Jovem program, applications for which will no longer require the prior submission of a rental agreement.
A note published on the official website of the President of the Republic on the Internet states that the President of the Republic has promulgated a Government Decree “amending Decree-Law No. 308/2007 of September 3, expanding access to the Porta 65 Jovem program.”
On May 23, the Council of Ministers of the minority PSD/SDS-PP government met in Braga to approve a package of measures aimed at young people, including changes to access to the Porta 65 Jovem program, which will come into force in the next application period. in September.
Applications for the Porta 65 Jovem program will no longer require the prior submission of a rental agreement and can now be submitted with three payment receipts instead of the current six.
At the time, the Minister of Youth and Modernization, Margarida Balceiro Lopez, indicated that candidates would no longer have to first receive a rental agreement or a promise of a contract and only later, depending on the current rules, know how much they would receive. from the State.
“This system makes no sense. Young people first of all go to the Housing Portal, submit applications and do not attach either an agreement or a promise to conclude an agreement. And the state will tell this young man what is the value of the support you will receive, and then yes […]“The young man goes to look for a house depending on the amount he receives,” he explained, adding that two months will be allotted for this search process.
On the other hand, the number of pay stubs a young person must provide to file (if they are not filing an IRS return) will be cut in half – from six to three – reducing wait times for those new to the business market .
“In practice, this change, which even seems administrative, will speed up the lives of young Portuguese by three months,” emphasized the Minister of Youth, who also announced an increase in the allocations of Porta 65 Jovem to cover more beneficiaries.
The executive will also “eliminate the maximum income as an exclusion factor”, preventing, for example, a candidate from being disqualified from support because the house he rented out is worth €401 and the ceiling for the municipality in question is €400. .
According to the office of Margarida Balceiro Lopez, an increase of 16 million euros must be added to the 37 million euros provided for in this year’s state budget, and in 2025 this increase will amount to 26 million.
After the program supported 28,000 young people last year, the government (PSD/CDS-PP) estimates that number will reach 40,000 this year.
Young citizens aged 18 to 34 (in the case of couples, one member may be 36 years old) who, among other conditions, do not receive other public housing support subsidies can apply for Porta 65.
