This Friday, a PS member on the Lisbon City Council filed a complaint against Mayor Carlos Moedas, alleging that the mayor refused to provide clarification on World Youth Day (WYD).
The complaint, which Lusa had access to, was referred to the Commission on Access to Administrative Documents and points to a “violation of the rights of the opposition.”
At stake, the socialist advisers explain, is the fact that the mayor of Lisbon, Carlos Moedas (PSD), did not respond to a request from the PS, which asks several questions about the procedures followed by the municipality to implement the WYD.
Among the issues raised by PS elected representatives are the number of contracts signed by the autarchy, mailings, appointments, hiring and requesting information on companies consulted on the construction of the altar stage.
PS also accuses Executive Director Carlos Moedas of hiding the memorandum signed between all organizations involved in the organization of the World Youth Day.
In this sense, the Socialists demand that the Commission on Access to Administrative Documents “urgently” call on Carlos Moedas to provide the requested documents and information.
“The regulation on the right to opposition defines as opposition the activities of monitoring, checking and criticizing the political guidelines of the executive bodies of local self-government,” they say.
At a press conference this morning, the mayor of Lisbon announced that the cost of the World Youth Day altar has been reduced from 4.2 million to 2.9 million euros, stressing that “up to 25 million” of the city council’s investment in the event, they will remain in the city.
The Social Democratic Mayor indicated that after reviewing the terms of reference for the altar stage to be installed in the Tejo Trancao Park (and which will remain after the event), the infrastructure will increase from 5000 square meters to 3250 and its capacity has been changed from 2000 up to 1240 people, and the height is reduced from nine to four meters.

Spending for the WYD, which runs from 1 to 6 August, has come under the spotlight after it was revealed that Mota-Engil was awarded €4.24 million (plus VAT) to build the altar stage in the Parque Tejo space. , adding to this amount 1.06 million euros for an indirect roof foundation.
WYD, considered the largest event of the Catholic Church, will be held this year in Lisbon from August 1 to 6, and about 1.5 million people are expected.
The main ceremonies of the day take place in the Tagus Park, north of Parque das Nacoins, on the banks of the Tagus River, in the municipalities of Lisbon and Loures.
