State of the Nation debate opens budget talks

“It is practically impossible for the PS to make a viable budget that is an exclusive translation of a government program that does not have our support,” is the phrase of Pedro Nuno Santos, which suggests tough negotiations on the state budget.

The State of the Nation debate was a prelude to the marathon negotiations that begin on Friday, when Luis Montenegro begins taking sides. The prime minister opened the debate by saying that “it is one thing to resist,” but “another thing to lead the parliament against a program that has become possible.” The head of government considered the opposition “disorganized” and that Čega was leading the PS on his back. “Hysteria,” “immaturity,” and “opportunism” were some of the words used by Montenegro, who used Antonio Costa’s expression – “a given word, an honest word” – to show that he was keeping his promises.

André Ventura responded: “It was the Prime Minister who carried António Costa on his back.” President Chegi suggested that “the country needs a budget,” but said the document “must reflect the changes that the Portuguese have chosen.”

The Liberal Initiative, through Rui Rocha, pointed to several plans that were “halfway through,” citing housing and health care as examples. Despite this, he refused to “put up destructive resistance,” and there are plans in which he acknowledges that “important steps have been taken.”

Negotiations with the left-wing parties promise to be more difficult. Blogger Mariana Mortágua described it as a “government of greed” and considered that the debate on the “State of the Nation” was just a trailer for what will happen with the budget. Paula Santos of the PCP accused the executive of making “a lot of propaganda” but “not a word about salaries and pensions.” Rui Tavares of Livre said that “there is no second opportunity for a good first State of the Nation speech,” adding that “the Portuguese do not live in a political bubble.”

The movement of censure beyond the horizon
Chegi President André Ventura on Wednesday accused the prime minister of waking up and going to bed “thinking about the censure motion.” Luis Montenegro said Ventura “has a certain obsession with this instrument, but lacks the courage to use it” in dealing with this government. PS leader Pedro Nuno Santos warned the executive to “negotiate seriously” and “avoid early elections.”

Government announces working group
Prime Minister Luis Montenegro announced on Wednesday the creation of a cross-cutting task force on domestic violence. Earlier, PAN’s sole deputy, Ines Souza Real, noted that in each of the government’s first 100 days in office, “there were 75 cases” of domestic violence.
