The level of implementation of the Law on Military Programming (LPM) is “declining” and fell from 79% to 54% between 2019 and 2021, an audit published this Thursday by the Accounts Chamber showed. In 2021, out of 69 projects, there were 25 on hold that could be recovered and another six in critical condition. Only 55% worked as expected. Contrary to this, the Ministry of Defense claims that in 2022 it has already managed to increase the speed of execution. The Accounts Chamber warns of a lack of analysis of fitness for purpose, that the process of balance transfer lacks foundation and reliability, and that there are inconsistencies in the presentation of information. The calculated amounts exceed the initially entered amounts, and all together this does not allow for the planning of investments, which is necessary for the implementation of the law.
