In the first reading, deputies considered draft laws that expand the criteria for recognizing organizations as undesirable on the territory of Russia and also introduce responsibility for participation in such organizations, as reported on the State Duma portal on 11 June.
In accordance with the adopted documents, deputies considered a package of bills aimed at expanding the criteria for recognizing organizations as undesirable on the territory of the Russian Federation, as well as establishing responsibility for participation in such organizations.
One of the projects proposes to amend the law “On measures of influence on persons involved in violations of fundamental human rights and freedoms, the rights and freedoms of a citizen of the Russian Federation.” In particular, it is proposed to exclude the word “non-governmental” from the law. This will make it possible to recognize as undesirable the activities not only of non-governmental organizations, as is being done now, but also of foreign and international organizations that include foreign government bodies.
In addition, the State Duma approved in the first reading a bill introducing criminal and administrative liability for participation in the activities of foreign organizations recognized as undesirable.
The amendments also propose to exclude the word “non-governmental” from articles 20.33 of the Code of Administrative Offenses and 284.1 of the Criminal Code of the Russian Federation.
As a result, participation in any undesirable organization will be punishable by an administrative fine of up to 15 thousand rubles (according to article 20.33 of the Code of Administrative Offenses of the Russian Federation). Repeated participation entails criminal liability (Article 284.1 of the Criminal Code of the Russian Federation) – a fine of 300 thousand to 500 thousand rubles or a prison sentence of up to 4 years.
Organizing the activities of an organization recognized as undesirable in Russia is punishable by imprisonment of up to 6 years.
State Duma deputy Vasily Piskarev, one of the authors of the project, explained its need by the fact that currently foreign organizations have intensified their activities, which can pose a threat to Russia’s security.
Vyacheslav Volodin, Chairman of the State Duma, in his comments on the amendments noted that organizations created with the participation of government agencies of the United States, Great Britain and other European countries are acting against Russia.
To date, the list of organizations recognized as undesirable by the Russian Ministry of Justice includes 166 names.
