“There is no problem if fans are caught smoking marijuana on the street. If we see a group of people drinking alcohol and behaving somewhat aggressively, and we see another group smoking cannabis, we will, of course, pay attention to the first. Alcoholic drinks can make people aggressive, while cannabis can make people more calm. We want to prevent violence and keep people safe.”
