Lisbon Airport South Terminal Extension undergoes environmental review

ANA told Lusa this Friday that it has already progressed with the project to expand the south terminal of Lisbon Airport, which is currently being analyzed by the Portuguese Environmental Protection Agency (APA).

“ANA reaffirms its commitment to the implementation of projects beneficial to the smooth functioning of Lisbon Airport, already promoting the project to expand the south terminal and create a new parking area,” Da Vinci Airport manager said in a written response to Lusa.

The project aims to “improve operations, service quality and environmental performance” and is undergoing APA environmental review, the company said.

On Thursday, Diário da República published a Council of Ministers resolution giving ANA four months to submit projects to fulfill specific commitments for the development of Lisbon’s Humberto Delgado Airport (AHD), which is due to be completed by 2027.

The resolution, which came into force on Friday, “is the result of discussions with the government over the past several years about prioritizing investment” in that infrastructure, according to ANA.

In response to Lusa’s question, the airport manager said she “positively welcomes the grantor’s clarification on this prioritization and, more broadly, his recommendations for short-term solutions at the current airport while the expansion solution The airport’s capacity has not been determined.” .

On December 7, the Council of Ministers approved a resolution that directs ANA to carry out investments at Humberto Delgado Airport with the aim of easing operational and passenger comfort restrictions.

On this occasion, the Under Secretary of State for Infrastructure, Frederico Francisco, noted that “the government is not forcing ANA to do anything that it was not already obliged to do, in the understanding of the grantor. [Estado] and regulator [ANAC]”.

The government official also recalled that in order to give ANA the conditions to carry out investments with minimal disruption, the Figo Maduro airfield attached to Lisbon airport is planned to be withdrawn from military use, but subject to the commencement of investment in the South Pier.

Since winning the government contract, ANA has “more than doubled its business volume and nearly quadrupled its EBITDA,” the ruling said. [lucro antes de juros, impostos, depreciação e amortização]However, “the accumulated volume of investment, instead of following the evolution of demand and profitability of the concession, turns out to be 18.9% lower than predicted by VINCI during privatization.”
