PS, SDP and IL want to regulate lobbying in January

On the eve of the dissolution of the Assembly of the Republic, the PS, SDP and the Liberal Initiative (IL) introduced bills regulating lobbying and requiring the registration of interest representatives.

The proposals of the Socialists and Social Democrats provide for the recording and publication of hearings between public organizations and lobbyists, covering public authorities ranging from the President of the Republic, the government, the Bank of Portugal or public administration services.

Interest representatives, so-called lobbyists, must have a transparency report that includes the clients, interests and sectors they represent, in addition to the subsidies or financial support they have received, for example from European funds. In case of violation of duties, they may be refused to continue their activities.

The initiatives will be discussed in real time, with a debate scheduled for Wednesday, a few days before the January 15 dissolution.

Law terminated after dissolution 2021

PS, PAN and CDS presented a common text on lobby regulation in 2021, addressing the concerns of the President of the Republic, who vetoed the diploma in 2019. However, the dissolution of parliament at the end of 2021, following the rejection of the state budget, left the proposal on hold.
