Health, education and security forces. These are the main priorities that Luis Montenegro will have to respond to when he leaves the Ajuda Palace as Prime Minister this Tuesday. This will be the third time that Marcelo Rebelo de Sousa will inaugurate an executive, this time led by the PSD and in the minority.
The President will speak first after the new leader is sworn in. He is followed by a new prime minister. About three weeks after the legislative elections, Luis Montenegro will break the silence he has maintained since the legislative elections. He kept much of the government team secret and made only short statements after hearings with Marcelo Rebelo de Sousa and during a visit to Brussels.
Friday will be the day the secretaries of state take office. Then we need to start working on the dossiers promised in the election campaign. Next week, with the presentation of the government’s program, the Portuguese will have a clearer picture of how the executive intends to address the most pressing issues.
Montenegro promised, for example, a health program in two months. Knowing how and when teachers’ hours will be changed also needs to be known, and negotiations can be difficult as teachers want a faster process. The security forces want to start negotiations as quickly as possible. It remains to be seen to what extent the executive branch is able to equalize the risk premium across all security forces. What is certain is that the PCP will be asked to decline.
PS the bench is not full yet
The leadership of the largest opposition party has not yet been determined. The Socialist Party is waiting for members of the outgoing government to take up the post of deputy. Many of them are big names in the party. Fernando Medina, Mariana Vieira da Silva, Manuel Pizarro and José Luis Carneiro are just some of the names of the previous chief executive expected to join the parliamentary bench.
