Isabel Moreira is the rapporteur of the special commission on the claim of Chegi against the President of the Republic.

PS MP Isabel Moreira is the rapporteur of the special parliamentary committee on the Chega project, which is calling for a trial against the President of the Republic, which must be voted on in plenary session by Friday.

The inauguration of a special commission to analyze the Chegi project, which requires parliament to initiate proceedings against the president of the republic for the crimes of high treason, coercion of constitutional bodies and usurpation, lasted less than 15 minutes today.

The President of the Assembly of the Republic, José Pedro Aguiar-Branco, considered that the nature of this commission was important because of “the seriousness of the facts at stake and which could call into question the normal functioning of sovereign bodies.” which justifies that the whole process happened “quickly, within the law.”

“In the worst case scenario, we will be able to vote on Friday in plenary session, which may even be convened for this purpose on an emergency basis, because I will be able to do it in accordance with our rules,” Aguiar-Branco said in a short speech in which wished “productive and high-quality work.”

It was after Aguiar-Branco left the hall that the commission’s president, socialist Marcos Perestrello, began the process of selecting a speaker.

The PS nominated Isabel Moreiro, the PSD, through Hugo Carneiro, declared that they had nothing to oppose the proposal, and the BE, through Fabian Figueiredo, expressed the party’s support for this name.

Faced with the acquiescence of the remaining parties, the commission president announced that “Isabel Moreira has been appointed as rapporteur.”

Marcos Perestrello then appointed until 6:00 pm on Wednesday for Isabel Moreira to present this report to the deputies, and the rapporteur agreed to this date, and a new meeting of the committee was scheduled for the next day, Thursday, at 2:00 pm, to analyze the document.

It was only at this moment that Chegi President Andre Ventura asked to speak.

“Despite our non-opposition, it seems to us that Ms. Isabel Moreira has no right to be a rapporteur, since she has already publicly expressed her opinion on all these facts and stated in advance that it makes no sense and that we would be committing a crime. slander,” he said.

According to Ventura, the socialist does not have “the conditions of objectivity, neutrality and impartiality for such an assessment,” and he proposed that for the sake of balance, since the presidency belongs to the PS, the report should be compiled by the PSD.

In his response, Hugo Carneiro maintained confidence in the socialist and highlighted the famous work, expecting that she “will make an effort to prepare the report as impartially as possible, leaving aside personal considerations.”

António Filipe of the PCP expressed his agreement with Isabel Moreira, noting that “the vote is not based on the opinions of the rapporteurs, but on legal and constitutional foundations.”

The Communist took the opportunity to ask Andre Ventura to provide the special commission with the legal opinions he said he had when he publicly announced his intention to move forward with the process, but this request received no response.

The discussion draft presented by Chega on Monday in Parliament calls for the initiation of proceedings against the President of the Republic for the crimes of high treason, coercion of constitutional bodies and usurpation.

“Chega requests the Assembly of the Republic to initiate steps leading to the opening of its own case against His Excellency the President of the Republic for the crime of high treason, coercion of constitutional bodies and usurpation,” reads the proposal published by Breaked.

The initiative was announced on Tuesday by Andre Ventura following statements by Marcelo Rebelo de Sousa about possible historical reparations to former colonies.
