The Interministerial Commission for Maritime Affairs (CIAM), whose resumption of work was announced by the government at the beginning of the month, will be under the authority of Prime Minister Luis Montenegro, according to a decree of the Council of Ministers published this Monday.
The document, published in the Diário da República, states that “CIAM operates under the responsibility of the presiding Prime Minister, and in case of his absence or impediments, he is replaced by the member of the government responsible for the maritime zone.”
CIAM was created in March 2007 with the aim of ensuring strategic coordination at sea, and its reactivation is part of the 60 measures included in the “Economic Acceleration” programme approved by the Council of Ministers on 4 July in Oliveira de Azemeis, Aveiro district.
According to the document published this Monday, the mission of CIAM is to “define objectives for the implementation of initiatives and annual governmental and practical measures in conjunction with the proposed State Budget Law, as well as in the multi-annual medium and long term” and “promote and evaluate the implementation of the National Maritime Strategy 2021-2030 (ENM 2021-2030), ensuring, where necessary, its integration with other strategies, policies and planning instruments of the Government and the Regional Governments of the Azores and Madeira”.
The Commission is also responsible for “coordinating interministerial efforts to extend administrative simplification measures in relation to maritime matters”, “facilitating the definition of national positions to be taken in international fora related to ocean and maritime policy”, and “monitoring developments regarding the examination of the proposed extension of the Portuguese continental shelf by the Commission on the Limits of the Continental Shelf and planning for the potential use of this extension”.
In addition, CIAM will have to coordinate the actions of the various levels of government with competence in maritime matters, “namely the government and the regional governments of the Azores and Madeira.”
