Additional payment for pensioners and security forces, approved by the Council of Ministers

The government approved an extraordinary bonus for pensioners and a bonus for security forces in the Council of Ministers this Thursday.

Payment of additional payments to pensioners who varies from 100 to 200 euroswill be done in October.

“Today we approved a decree-law that establishes an extraordinary supplement of between 100 and 200 euros for each pensioner, which will be paid in October,” said Presidency Minister António Leitão Amaru at the end of the Council of Ministers meeting.

The supplement is an extraordinary one, which will vary depending on the pensioner’s gross pension, the Prime Minister announced. For those with a pension of 509.26 euros, the benefit will be 200 euros. Pensioners with a pension of 509.27 to 1,018.52 euros will receive a supplement of 150 euros, and pensioners with a pension of 11,018.52 to 1,527.78 euros will receive an additional 100 euros.

This supplement applies to pensioners from the Caixa Geral de Aposentações social security system, “and also, in particular, from another system integrated into the public system, such as bank employees,” among 2.4 million beneficiaries.

Lawyers and retired solicitors registered with the Lawyers and Solicitors Pension Fund (CPAS) are not eligible for this emergency allowance as they are outside the public system.

It should be noted that this is a per-pensioner allowance, not a per-pension allowance, so anyone receiving multiple pensions will see these amounts added together to determine whether they are eligible.

The government estimates the cost of the measure at 422 million euros, which is “funded from the state budget,” a government official explained. “The supplement is subject to IRS income tax, but it is independent so as not to cause a change in the tax bracket for pensioners,” he added.

The executive said it was an “important and fair” measure that was consistent with the government’s “very strong concern for lower-income pensioners”.

Supplement for security forces

Lieutenant Amaro also announced the approval of a decree-law regulating the increase in the risk allowance for security forces. This year, the increase The additional payment will be 200 euros per month, which will be paid retroactively from July.increasing this increase to €250 in 2025 and €300 in 2026, for a total of the agreed €400. Remember that the risk premium was €100.

The government is only waiting for the decision of the President of the Republic on the payment of a high-risk bonus for the security forces.

Leitan Amaru stressed that this is the “biggest increase” in security forces and “a fair increase to correct a historical mistake.”

“We will be ready to make the payment during the processing between salaries. There is an order from the President of the Republic, and we are ready to carry out this processing in a short time,” said the Minister of the Presidency.

An agreement between the Ministry of the Interior (MAI) and five PSP unions and GNR associations to gradually increase the supplement by 300 euros was reached on 9 July.

In addition to the 300 euro increase, the signed agreement also provides for a review of the professional status, changes to the remuneration table in 2025 and to the Evaluation Regulation, a review of the salary tables and a green path in health care.

The risk and service allowance in the security forces consists of a variable part of 20% of the basic salary, which remains unchanged, in addition to a fixed part that increases from 100 euros to 400 euros.

The government has approved the purchase of 320 ambulances

Another measure approved by the Council of Ministers was the purchase of a further 320 ambulances, 120 for firefighters and the rest for INEM, for a total of 19 million euros.

“This assessment of the work of emergency medical care in Portugal has become a reality. It is true that there were promises and discussions that remained on paper in the past, but they were never implemented. Now, with this resolution of the Council of Ministers, which reprograms the costs, amounting to about 19 million euros, we have allowed the acquisition of these 320 ambulances,” said the Minister of the Presidency.

Emergency Linking School Competition to Teacher Shortage

In the education sector, a new extraordinary competition for the recruitment of teachers has been announced for schools with a major teacher shortage after the government identified shortcomings in the competition announced by the previous leader. In addition, the government will create support for laid-off teachers of up to 300 euros.

The tender will be announced “as soon as possible”, followed by “intense weeks of negotiations” with industry unions.

At the moment, the needs are still being identified, but the minister added that vacancies will be open for subjects and schools with the greatest shortage of teachers in the regions of Lisbon and Vale do Tejo, Alentejo and Algarve.

The Council of Ministers also approved a new administration of the INATEL Foundation for a period of three years, which includes José Manuel da Costa Soares and Eduarda Maria Gomes Marques as President and Vice-President, respectively.
