PSD MP Joaquim Pinto Moreira renewed his mandate on Monday and remains in the Social Democratic parliamentary group without informing the President of the Assembly of the Republic of his intention to go unregistered.
At Tuesday’s meeting of the Commission on Transparency and the Statute of Deputies, President Alexandra Leitao announced that MP Joaquim Pinto Moreira had informed Parliament on Thursday that it would resume its functions “from 29 May onwards”, that is, on Monday.
The chairman of the commission indicated that “usually under such circumstances he does not appear”, so there was also no vote – unlike what happens when an MP asks for a suspension of the mandate – but that she understood that you would take this issue to the committee meeting, as he “always does”.
Lusa contacted an official source from the office of Augusto Santos Silva, who said that until late this evening, there were no messages from Pinto Moreira that he wants to become an unregistered MP.
According to the Rules of Procedure of the Assembly of the Republic, “the deputies who do not belong to any parliamentary group and are not the only representatives of the party inform the President of the Assembly of the Republic about this and exercise their mandate as unregistered deputies.”
On Monday, the PSD chairman indicated that the party had decided to deprive Joaquim Pinto Moreira of political credibility, but that the parliamentarian would continue to be part of the Social Democratic bench “if he had such a will”, stressing that the parliamentary mandate had a separate component, in which the party did not may interfere.
Luis Montenegro argued that the renewal of the mandate had to be agreed with the leadership of the party – just as it was suspended after he was appointed as an argument in the “Operação Vortex”, so the deputy “will no longer express” the political position of public opinion. bench – Democrat.
To a direct question whether Pinto Moreira should become an unregistered deputy, he replied: “On our initiative, no.”
On Friday, the SDP leadership already said it was caught off guard by Pinto Moreira’s request, denying any preliminary talks with former mayor Espinho, one of Luis Montenegro’s most powerful men in the latest internal campaign and of which he became vice president. Chairman of the Parliamentary Bench and Chairman of the Commission for the Revision of the Constitution.
The Assembly of the Republic approved on 29 March the suspension of the mandate of Deputy Joaquim Pinto Moreira, elected by the district of Porto, “for a period of not less than 30 days and not more than six months” (with the maximum allowed by the legislature), citing “good reasons of a personal nature”.
This suspension was requested after Pinto Moreira was prosecuted under Operation Vortex, which is linked to “real estate projects and related licensing.” [na Câmara de Espinho]in relation to apartment buildings and hotel complexes associated with urban interests for tens of millions of euros processed in favor of certain economic operators,” the Judicial Police reports.
These are “alleged practices” of crimes involving passive corruption by political incumbents – “eventually aggravated” if the advantage is “of great value” or “significantly large” – evasiveness, influence peddling and abuse of power, according to the Committee on Transparency and the Statute of Deputies.
