The government and unions will meet on Tuesday to discuss career advancement and compulsory work for teachers.

On Tuesday, the Minister of Education returns to host the trade unions of the sector for a meeting on the agenda of doctoral student careers and the extraordinary commitment of art school teachers.

One of the topics being discussed is the possibility of exempting PhDs from the requirement to obtain a vacancy for access to the 5th and 7th career levels, which is currently provided for everyone in the status of a teaching career.

This issue has been at the center of one of the main demands of teachers’ unions for several years now, demanding that vacancies be closed to access these levels, arguing that they are consistently excluding qualified professionals from work.

Also discussed will be the mode of recruitment of teachers in specialized art education, as well as an extraordinary competition for the recruitment of teachers in the art schools Antonio Arroyo in Lisbon and Soares dos Reis in Porto.

In May last year, Parliament approved a law on the opening of an extraordinary competition for the recruitment of teachers of technical and artistic components of special art education for positions in the field of visual and audiovisual arts in state educational institutions.

At the time, the government sent the diploma to the Constitutional Court for review, which in October only found unconstitutional an article setting a timetable for the negotiation process on a specific selection and recruitment regime that the ministry and unions would now discuss.

The agenda for this Tuesday’s meetings also includes a count for the competition of seniority for kindergarten teachers with professional qualifications for preschool children.

The National Federation of Teachers (Fenprof) said in a statement that it will defend seniority records for educators “for all intents and purposes” and, in terms of career advancement, the complete elimination of vacancies for access to 5th grade and 7th grade.

With regard to arts education, Fenprof “will reiterate its proposals to address situations of extreme insecurity” that affect teachers in this area, adding that it will refer a wide range of other issues to the ministry that are not on the agenda.

The National Federation of Education (FNE) reaffirms its willingness to negotiate, emphasizing in a statement that it hopes “that this debate will start to have truly negotiable and practical implications, in addition to being clear and consistent, so that solutions will be reached.” in which all educators and teachers evaluate themselves.

Tuesday’s meeting comes three weeks after the last negotiating meeting, in which the Ministry of Education presented to the unions the intention to transform the tables of pedagogical zones into inter-municipal educational maps and to create local boards of directors who will decide the allocation of teachers included in each map to schools.
