PSD has submitted proposals to change and eliminate the government’s “most harmful” local accommodation initiatives, such as the emergency fee or the 2030 registration expiration date, with the consent of the “sector’s top representative association” ALEP.
In a statement, the Social Democrats say they have maintained “an open and constructive dialogue with various agents in the sector,” including the Local Association of Local People in Portugal (ALEP), “in stark contrast to the failure to engage in dialogue with the government.” “.
“The socialist government seems to want to ‘sentence to death’ local housing in Portugal,” the party criticizes, saying it shares with the ALEP the diagnosis that the executive’s measures “violate the right to private property and free private initiative” and put under doubt the viability of a sector “which has made and continues to make a fundamental contribution to economic activity and employment in Portugal”.
After the government’s “More Housing” package and the SDP diplomas are generally approved, voting on the specialty will begin on Wednesday in a working group created within the framework of the Parliament’s Economic Commission.
PSD will propose deleting government proposals that it deems “most harmful to local housing”: extreme contribution to the sector, increase in IMI for this type of property, general extension to the whole country, the inability to transfer registration of local residence property, and the expiration of registration in 2030 year “and uncertainty about a possible extension.”
In a statement, the party reiterates that “if the Socialist Party insists on approving these harmful measures now, the next SDP government will abolish such harmful measures when it takes office.”
During the specific discussion, the PSD will also present proposals to amend government regulations aimed at “moderate, reasonable and sustainable regulation of local housing (AL)”.
The Social Democrats propose that “when a tenants’ assembly opposes the existence of AL, the mayor of the city council may refer the situation to mediation, with the consent of the parties”, and also provides that the tenants’ assembly or the City Council “may require local governments to have control mechanisms noise and/or a 24-hour telephone line for complaints and emergencies.”
PSD also proposes as proposals for amendments to government diplomas that the identification of new containment areas and the periodic assessment of existing ones “should be based on a study that evaluates concentrations and impacts”, further specifying that these periodic assessments “should be carried out at least once every three years”.
The party is also proposing to create in law a new figure for “sustainable growth areas” that would allow municipalities to “set some sustainability requirements for AL (minimum state of conservation or energy efficiency) or that the properties in question have not been an urban lease for the two years preceding the application for registration.”
On May 19, the parliament approved in general terms, only with a positive vote of the PS, the proposal of the government with the measures of the “More housing” program.
The More Housing program, approved by the Council of Ministers on March 30, includes measures such as the forced rental of vacant houses, the suspension of new local occupancy licenses, or the termination of golden visas.
In March, the PS generally made it possible to issue PSHS housing diplomas through abstinence, which include measures such as licensing flexibility, rental support, government guarantees to help young people buy, and general tax breaks in the sector.
