The government will fully fund the requalification of 451 schools in the country by investing two billion euros following an agreement with the National Association of Portuguese Municipalities (ANMP), which Lusa had access to this Friday.
However, the number of schools may increase as some of them were not mentioned but qualify for support, the document says.
The work, which is undergoing new construction and deep re-qualification, should be completed by 2033, he adds.
To implement these investments, Executive Director António Costa has created a School Recovery/Rehabilitation Program guaranteeing 100% funding through the use of the Recovery and Resilience Plan (PRR), Portugal 2030 (PT2030) and loans from the European Investment Bank (EIB).
The funding from the PRR is 450 million euros and PT2030, through the ERDF, is 100 million euros, an amount declared by the ANMP led by the socialist Luisa Salgueiro and for which an agreement must be made with the government, with the rest secured by EIB loans.
Initially, the government wanted to allocate 200 million euros from PT20230 to this program, which the ANMP disagreed with.
The 451 schools were classified according to their state of conservation into three levels of intervention priority, namely very urgent, urgent and high priority.
Thus, 32 schools were classified as very urgent, 104 as urgent and 315 as priority.
The estimated average amount to be sent to each school will be around four million euros, the agreement says.
The work should ensure the implementation of energy efficiency measures, as well as the use of renewable energy for own consumption and reduce the cost of energy and fuel consumption during its operation, he emphasizes.
“Because the rehabilitation of the building should include measures that reduce primary energy consumption by at least 30%,” the document emphasizes.
