Madrid is trying to force the European Union to adopt the first rules for artificial intelligence this year.

The Spanish Presidency of the European Union (EU), which has made digital commitment one of its priorities, will attempt to reach agreement among member states on first rules for artificial intelligence.

After the Council mandated artificial intelligence (AI) systems last December to be secure and respect fundamental rights, the European Parliament gave the green light to its stance a week ago on banning biometric surveillance and making systems transparent. such as ChatGPT, so negotiations between lawmakers began in the middle of this month.

The ambition of the European Commission, which presented the EU proposal for the first rules for AI, which will also be groundbreaking in the world, is for an agreement between countries and MEPs to be concluded later this year and already during the Spanish presidency of the EU. Advice.

And it is this European technological leadership that protects Madrid, which has made reindustrializing the EU and securing its open strategic autonomy a priority.

“The international openness of the past seven decades has been fundamentally beneficial to the EU and has allowed it to achieve levels of economic growth and social well-being that would be unattainable under protectionism,” but it “also facilitated the movement of industries into strategic sectors, which makes the Union overly dependent on third parties.” countries in areas such as energy, health, digital technology and food,” notes the Spanish Presidency of the Council.

Therefore, for Spain, “the geopolitical, technological and environmental changes currently underway are an opportunity to reverse this trend and attract new companies and jobs to European soil and reduce external vulnerabilities.”

To finance the digital as well as ecological transition, Madrid also lists as priorities “an adequate review of the Multi-Year Financial Program 2021-2027 and the corresponding reform of the fiscal rules”.

In 2021, the European Commission submitted a proposal to regulate AI systems, the first legislation at the EU level, which aims to protect the core values ​​and rights of the EU, as well as the safety of users, by forcing systems considered high risk to comply with mandatory requirements. related to their reliability.

Thus, this will be the first regulation aimed at AI, despite the fact that the creators and those responsible for the development of this technology are already subject to European legislation on fundamental rights, consumer protection and product safety and liability rules.

AI is increasingly used in areas such as entertainment (content customization), online commerce (predicting consumer tastes), home appliances (intelligent programming), and electronics (using virtual assistants like Siri or Alexa, among others). .

Therefore, the European Commission hopes that an agreement on the first law on AI will be reached in the EU in the second half of this year.
